A leading HR service provider in Singapore is seeking a Payroll and HR Operations Manager to oversee payroll processes and HR functions. The ideal candidate will have 3-5 years of experience, strong attention to detail, and proficiency in the BIPO HRIS system. Responsibilities include managing payroll for over 150 employees, ensuring compliance with regulations, and supporting staffing requirements. This position requires effective communication skills in English and Mandarin.

Job description
Role

This role handles the cross section of the payroll processes for DATAPOST PTE LTD and its host entity. The incumbent should demonstrate strong initiative, be process-driven and possess a high level of attention to details and accuracy. This role independently manages the payroll function and oversees the administration of HR operations and government statutory and grants requirements.

Key Responsibilities
Payroll Administration
  • Manages the full spectrum of monthly payroll processing for both SG&A and production staff (150+ employees) using the HRIS system (BIPO).
  • Coordinate all payroll-related matters, including overtime pay, allowances and expenses claims.
  • Administer attendance and reimbursements and HR reporting (headcount, attrition statistics).
  • Handle all work pass applications and renewals (WPOL, EPOL) as well as ensure compliance with MOM regulatory requirements such as OFWAS and other online submission.
  • Administer government claims such as NSmen make-up pay, maternity leave and child-care leave claims.
  • Manages the forecast and accrual of annual leave provisions.
  • Prepare monthly payroll summary and HR accruals for submission to the Finance Department.
  • Maintain an accurate HR database and up-to-date employee records.
  • Assists in internal and external HR audits.
HR Operations
  • Support staffing requisitions and manpower requirements in collaboration with the Operations department.
  • Source and shortlist candidates in partnership with the hiring managers/supervisors.
  • Draft and update HR documentation, including job descriptions, employee handbook, performance appraisal, forms, SOP, policies and other HR related templates.
  • Prepare and issue letters of offer, intent and employment to the selected candidates.
  • Maintain accurate leaves, medical and attendance records and report absenteeism to the Operations managers/supervisors.
  • Review, update and maintain proper filing systems (eg. Personnel files, medical insurance records).
  • Conduct newhire orientation program and onboarding briefings.
  • Work with IT and Compliance on employee setup, email addresses update, office access, etc.
  • Address employee grievances, support engagement initiatives and assist in implementing corrective measures where needed.
  • Conduct exit interviews to identify turnover reasons, in collaboration with hiring supervisors.
  • Coordinate and plan company events or staff activities, subject to management’s approval.
Government Statutory requirements & Government Grants
  • Administer personnel-related survey and reports for government agencies such as CPF, MOM and IMDA.
  • Administer, monitor and follow up on human capital grants (applications, claims and reimbursements).
Key Skills
  • Minimum 3-5 years of experience in payroll administration and HR operations.
  • Work knowledge of the BIPO HRIS system will be an advantage.
  • Solid understanding of local employment laws, regulations and statutory requirements.
  • Prior experience in the Manufacturing sector will be an advantage.
  • Effective verbal (English and Mandarin) and written communication skills to effectively communicate with Mandarin-speaking clients.
  • Proficient in MS Office applications, particularly in Excel with strong numerically and analytical skills.
  • Meticulous, detail-oriented, organized and able to work independently under tight deadlines.
  • A proactive teamplayer who is resourceful, dependable and be able to handle multiple priorities independently.
