A governmental agency in Singapore is looking for an experienced Engineer/Architect to support the CORENET X project. The role involves researching construction technologies, gathering user requirements, and managing change effectively. We are seeking an experienced Engineer/Architect to support our dynamic team delivering the CORENET X project. As an Engineer/Architect playing the role as a business owner, you will play a crucial role in supporting the organization for changes brought about by policy and process transformations and new IT system. You will be working with multiple parties, including the IT vendor, the BCA internal IT Team, line departments, representatives from the business units of different government agencies, and the end users.
Conduct market research on state-of-the-art technologies related to construction design. Understand the capabilities and limitations of the relevant technologies, assess the technology readiness level, and propose the way forward. This entails working with other teams in BCA.
Collate business requirements to be developed in the IT systems, which may include process re-engineering. Work with project teams to map out end-to-end workflows, pain points and the AS-IS process, thereafter to re‑design efficient TO‑BE processes. Quantify the savings and efficiencies gained from the changes. Test the system, and coordinate with users to do testing.
Assess the impact of the changes and the parties affected. Work with the change management team to implement the change management plan including the communications and change management activities.
Coordinate training by the vendor to the end users for major releases. Be the in‑house “expert” for the product. Handle queries from Helpdesk, change agents and change champions or end users on usage of the system, gather feedback, and advise on future enhancements.
Support the IT department for operations and maintenance issues, e.g. clarifying the intended behaviour of the system, or assessing bugs and defects and mitigation measures for defects.
