Job Summary
We are seeking a talented, passionate and experienced individual to join the Bank’s Strategy & Talent (S&T) organisation as an Executive Director in the Portfolio Assurance function, part of our Group Transformation Office.
The S&T organisation is the heart of the Bank – developing the Group Strategy, driving the transformation of Bank globally and ensuring the Bank has the right resources and capabilities to achieve our goals. The S&T organisation also manages the Bank’s investment budget. This role is paramount in embedding strategic risk oversight of the change being delivered by that investment developing strong overall execution risk and delivered risk management processes validation of the delivery of Legal, Regulatory and Mandatory (LRM) programmes within the portfolio and alignment of our Board, Group and Regulatory engagement across the entire Group investment portfolio.
In joining the Group’s Portfolio Assurance team, you will develop a deep understanding in the Bank’s risk management across all key transformational programmes and projects. You will look to understand the challenges that delivery teams are facing to ensure that through proactive engagement and management we can support quick and efficient change delivery. This role will use metrics and direct engagement to develop insight into the challenges and issues facing the key change programmes being undertaken across the Group. Additionally, the role will support with the setting of the approach, governance framework and execution of an integrated risk framework to provide an overview of execution risk and delivered risk management of the Group investment portfolio. The successful candidate will work closely with transformation teams and leaders across the bank to deliver a comprehensive risk approach that supports the successful execution of our Group Strategy, protects the Bank’s goals and meets global regulatory standards, giving clarity and consistency to our Board, and regulators.
In partnership with the Global Head, Portfolio Risk Management, and respective Second Line of Defense (2LOD) teams, this individual will ensure that there is strong alignment on risk governance and support the embedding of a culture of risk awareness within the Programme Management (PM) community across the organisation.The individual will develop and provide consistent, quality updates on the health of the portfolio and risks, both execution and delivered risks, of our investment portfolio supporting an understanding of the potential challenges at Business Unit and team level.
Key Responsibilities
Strategy
- Define and implement a forward-looking risk management strategy for all portfolios, ensuring that program and project risks are effectively identified, assessed, and mitigated.
- Drive the organisation’s approach to risk aggregation, capturing and synthesizing project-specific risks into a cohesive portfolio-level view for strategic decision-making.
- Regularly review and enhance project risk management methodologies and practices to keep pace with industry advancements, regulatory changes, and emerging risks.
- Drive continuous improvement initiatives to strengthen the accuracy, agility, and scalability of the Bank’s risk management approach.
Business
- Awareness and understanding of the wider business, economic and market environment in which the group operates.
- Forge deep relationships with the Business programme teams to ensure understanding and alignment of the overarching investment portfolio performance and delivery execution progress.
- Drive the development and adoption of common governance structures, frameworks, controls and protocols to be used by different businesses/ functions/ geographies.
- With the rest of the Group Transformation team, support the development of a communications and training plan, where applicable, to facilitate learning and change management within the organisation.
- In conjunction with the broader Group Transformation team, build and lead a high-performing project and programme risk management team, promoting a culture of risk awareness and proactive mitigation across all regions.
- Partner with transformation teams and the 2LOD defence teams across the group to embed risk management principles into all program and project planning processes, ensuring consistent adherence to risk protocols.

Risk Management
- Develop a comprehensive risk aggregation framework, enabling Bank-wide visibility of the interdependencies and cumulative impacts of risks across all programmes.
- Oversee the creation and maintenance of mitigation strategies that address high-impact risks, with emphasis on scalability and adaptability to evolving regulatory environments.
- Lead scenario planning and resilience initiatives to evaluate potential impacts, ensuring robust mitigation plans are in place for high-stakes execution and delivered risks.
- Build a strong awareness and understanding of the main risks facing the governance, regulatory and performance agenda for the Bank.
- The ability to interpret the Group’s financial information, identify key issues based on this information and put in place appropriate controls and measures.
- Ensure a strong understanding of the risk, control and audit environment within the Bank.
Governance
- Support the development of the narrative for Bank wide portfolio risk and, where relevant, support the coordination of messaging across of all Board, Group, Risk, Audit and Regulatory responses and papers, This includes partnering the 2LOD and 3LOD teams on requests for information (RFI) from external audit partners, regulatory bodies (e.g. PRA, HKMA, MAS, FED, etc.), etc.
- Prepare and present reports, presentations, papers, to support discussions and decision making at various forums (e.g. Group MT, Committees).
- Work with all Group Investment Management Committee (GIMC) members to establish and maintain an active repository of key follow up risks and issues emerging from internal and external forums / request for information and ensure their effective closure.

Our Ideal Candidate
- Bachelor’s or Master’s degree in Business, Finance, Risk Management, or a related field advanced degrees preferred.
- 10+ years of experience in risk management, with a significant focus on portfolio, programme, and project change risk in large, global, and regulated environments.
- Extensive expertise in risk aggregation, regulatory compliance, and mitigation planning.
- Understanding and evidence of change delivery, governance standards, change management, financial management, project lifecycle and related lifecycle stages.
- Exceptional analytical, strategic, and communication skills, with proficiency in risk management software, data analytics, and scenario analysis.
- A results-driven professional who takes ownership to deliver, with a high level of flexibility and a preparedness to ‘roll up his/her sleeves’ to get the job done. Proven success in holding individuals accountable for progress against agreed deliverables.
- Strong stakeholder management skills, with the ability to build relationships and influence across all levels of the organisation.
- Effective influencing and communication skills – oral, written and presentation. Proven success in communicating technical information in a simple way.
