The Mission
As the Executive Director for our Singapore entity, you will serve as the strategic leader and the primary face of our local operations. This is a "Founding Leader" role focused on scaling our Payment Services Act (PSA) regulated business. You will be responsible for maintaining our payment license, building a world‑class local team, and driving commercial growth in the region’s fintech ecosystem.
Key Responsibilities
- Entity Leadership & Team Building: Lead the "0-to-1" setup and scaling of the Singapore office, including strategic organizational design and recruiting key functional leads across compliance, ops, and business.
- Regulatory Stewardship (PSA): Assume ultimate responsibility for the firm’s compliance with the Payment Services Act (PSA) and all MAS guidelines. Ensure our Major Payment Institution (MPI) license remains in good standing.
- Business Growth & Strategy: Partner with global leadership to operationalize and expand our payment services. Identify local market opportunities, foster strategic partnerships, and ensure product‑market fit within the local regulatory landscape.
- Risk & AML Governance: Implement a robust internal control framework, with a heavy focus on AML/CFT (PS‑N01), risk assessments, and internal audits tailored to the payment sector.
- MAS Liaison: Act as the principal point of contact for the Monetary Authority of Singapore (MAS). Manage all regulatory reporting, inspections, and inquiries with transparency and professionalism.
Requirements
- MAS Qualifications: Must meet the MAS criteria for an Executive Director. Experience as a key officer for an MPI‑licensed firm or an expert in the Payment Services Act is highly preferred.
- Proven Leadership: 12+ years of experience in financial services or fintech, with at least 5 years in a senior executive role. Experience in building teams from scratch is essential.
- Regulatory Expertise: Deep, practical knowledge of Singapore’s Payment Services Act (PSA) and related MAS notices (e.g., PS‑N01 on AML/CFT).
- Stakeholder Management: Exceptional communication skills with the ability to influence regulators and align with global headquarters.
- Bilingual Proficiency: Professional fluency in English and Mandarin is mandatory for seamless communication with local regulators and our group headquarters.
