About FMAS

The Federation of Merchants’ Associations, Singapore (FMAS) is a non-profit organization that represents and champions the heartland merchants and hawkers in Singapore. FMAS works closely with government agencies, industry partners, and community stakeholders to deliver programmes and initiatives that uplift businesses, strengthen communities, and inject vibrancy into town and neighbourhood centres.

Executive / Assistant Manager / Manager (Projects & Programmes)

(Title and remuneration commensurate with experience)

Role Purpose

The Executive / Assistant Manager / Manager plays a key role in planning, coordinating, and delivering FMAS’s programmes, projects, and services.

The role requires strong ownership, organisational discipline, and stakeholder coordination, ensuring initiatives are delivered effectively, within scope and budget, and aligned with FMAS’s objectives and governance expectations.

Key Responsibilities
1. Programme & Project Delivery
  • Support and manage FMAS programmes, initiatives, and precinct-level projects from planning to execution
  • Define project scope, objectives, deliverables, timelines, and success indicators
  • Develop and maintain project schedules, workplans, and progress trackers
  • Monitor deliverables, identify risks, and implement mitigation measures
  • Evaluate project outcomes and recommend improvements
2. Shared Secretariat Services (SSS) – Service Component
  • Support and manage contracted services provided to FMAS member associations under the Shared Secretariat Services framework
  • Coordinate service scopes, timelines, and deliverables with member associations and vendors
  • Track service delivery progress and ensure agreed service standards are met
3. Stakeholder & Vendor Coordination
  • Liaise with internal teams, member associations, vendors, and partners
  • Prepare regular updates, reports, and presentations for management and stakeholders
  • Manage vendors and suppliers by communicating expectations and monitoring performance
4. Budgeting & Resource Management
  • Prepare budgets based on approved scope and resource requirements
  • Track expenses and monitor project costs to ensure budget discipline
  • Support financial reporting and documentation where required
5. Communications & Outreach Support
  • Support programme-related communications, outreach, and engagement activities
  • Manage basic digital and social media deliverables where required (e.g. content coordination, simple asset creation)
  • Assist with website, newsletter, and publicity content related to FMAS initiatives
6. Organisational & Ad-Hoc Support

Contribute to membership engagement, outreach, and partnership-building efforts

Support fundraising, sponsorship, and event-related activities when required

Undertake other duties as assigned by Management, the Executive Director, or Project Leads

  • Experience in trade associations, non-profits, or public-sector-linked organisations is an advantage
