Position Overview
The Topside Engineering Project Manager (EPM) works as part of the overall project management team and will be responsible for executing the topside engineering & design scope of work related to the FPSO facility, within schedule and budget. As such the Topside EPM manages a multi-disciplinary team of engineers and designers, located in various international offices and work sites. The total engineering scope covers the topsides process facility and its interface. Furthermore, the Topside EPM will work in close cooperation with various internal and external stakeholders to ensure that engineering work and deliverables are compliant with all project requirements, classification rules, design codes and industry standards as well as any relevant regulatory aspect. The Topside EPM will monitor, report and control the project progress and ensure all internal and external interfaces are properly managed. The ideal candidate of the position will have a strong background in Offshore Oil & Gas Industry, and have prior experience as a Topside EPM (or EPM for Topsides facilities) and with prior experience in developing conceptual designs for FPSO facilities, executing FEED studies and engineering project delivery.
Responsibilities
- Management of topsides and its interface engineering and design scope related to FPSO (or FLNG) projects in a way that ensures the safe, timely, efficient and profitable delivery of the engineering project, in accordance with project objectives and requirements. Act as main contact with Client for all technical aspects.
- Definition of the engineering project scope for each Engineering Discipline (including Master Document Register), preparation of the project engineering planning and development of the engineering manpower plan for the FPSO project.
- Management and control all engineering activities, including multi-discipline technical authority, man-hour control and engineering schedule control.
- Establish engineering schedule and manpower plan to ensure that the work is completed in accordance with the overall project schedule. Prepare and issue regular progress reports including actual progress achieved vs. original plan.
- Lead the development of the overall facility design, layout and system architecture utilizing resources from the relevant Departments / Disciplines.
- Ensure that the engineering project is executed in full compliance with relevant Project Specifications and Contract Requirements, applicable Codes and Standards, any National Laws or Regulations, and applicable Classification Society Rules.
- Organize inter-discipline (design) review meetings and manage internal/external interfaces. Liaise with Classification Societies and other regulatory bodies to obtain all necessary design approvals for the project.
- Organize for the timely mobilization of the engineering project team and ensure that sufficient qualified, trained and skilled personnel are allocated to the project by the relevant Department / Discipline Managers during the different phases of the project.
- In case of Conceptual / FEED Studies and Tenders review and approve the application of novel technologies or solutions.
- During execution of the engineering project, manage and control all Design Changes, and ensure that appropriate checks are performed and approvals are obtained before any work, additional to the original scope, is performed.
- In EPCI Phase, identify any changes in scope from internal or external sources, raise ECNs and maintain an ECN log for the project.
- Support the project-related procurement processes by organizing for the technical review of vendor bids and ensure timely review and comment of vendor documentation, after PO placement.
- Support the project-related construction and commissioning processes Assign necessary engineers to site during the construction and/or completions phase.
- Ensure project is correctly closed-out, including as-built documentation where necessary, and that a formal engineering close-out report is produced incorporating lessons learned.
Requirements
- Minimum Bachelor Degree or Master Degree in a relevant Engineering discipline. Chemical Engineering, Mechanical or Instrumentation is preferred.
- Minimum 15 - 20 years' experience in the offshore or onshore oil and gas industry.
- Minimum consecutive 7 - 10 years' experience at top-tier FPSO contractor or Offshore/Onshore EPC contractor (minimum 7 - 10 years' working experience in the same contractor).
- Minimum 2 FPSO EPCI Project experience from the beginning of project (engineering) until the sail-away to site or delivery of FPSO.
- Minimum 1 FPSO FEED/EPCI Project experience as Topside Engineering Manager or equivalent (not only project coordination but also project engineering decision making).
- Hands-on discipline engineering experience (e.g. process, mechanical package, piping, instrumentation & control) in Offshore EPCI projects, not only Project Engineer/Engineering Coordinator experience.
- Hands-on Field Engineering in Construction phase or Onshore/Offshore commissioning experience is value-added.
- Hands-on experience of Engineering Contracting/Subcontracting (Scope of Work Definitions, Work Demarcation, Project Milestone, schedule).
- Versed with international codes & standards and Class Society Rules.
- Versed with Engineering Platform (Document Management System, Engineering Data Integration System, AVEVA E3D) and Workflow.
- Profound understanding with offshore industry, multi-disciplinary design practices, technologies as well as FPSO design concepts, EPC contracting practices, etc.
- Very strong leadership skills with ability to manage multiple priorities.
