Job description
Job Purpose

The EMM, TIM/OE, is responsible to lead and supervise his team to perform Preventive and Corrective Maintenance of the railway infrastructure system. Subject to deployment, the scope can include the track, third rail, point, viaduct, tunnel, station and/or depot infrastructure assets. The EMM is also to assist the Manager in the management of railway infrastructure and/or frontline engineering consist operational faults, incidents, and emergencies.

The EMM leads workflow improvement and efficiency improvement of inspection and maintenance activities to enhance the safety and reliability of the railway infrastructure. The EMM is also involved in the engagement and management of contractors and stakeholders in ensuring the achievement of operating standards and quality standards. The EMM may conduct training, assessment and develop training material in his/her area of expertise as required.

Duties and Responsibilities
  1. Work in any of SMRT depots, tracks, or facilities, as assigned by supervisors.
  2. Work in rotating or fixed shifts (i.a.w. MOM guidelines), as assigned by supervisors.
  3. Lead and supervise the team to ensure achievement of organizational objectives.
  4. Provide technical expertise to inspection and maintenance teams to solve complex problems.
  5. Create and review work procedures for inspection and maintenance activities.
  6. Conduct maintenance analysis to improve railway infrastructure safety, reliability and maintenance regime.
  7. Conduct training, assessment and develop training material to ensure inspection and maintenance staff are competent.
  8. Hands‑on trouble shooting of faults, leading technical investigations, and interfacing with other SMRT or LTA staff on technical issues.
  9. Responsible for the scheduling, management, supervision, and safety of the team to ensure quality maintenance outcomes.
  10. Responsible for planning, coordinating, and supervising assigned activities to optimize available resources; ensuring that tasks are completed timely and safely.
  11. Observe and report any safety concerns at the workplace.
  12. Disseminate any instructions and procedures issued by management to the team members.
  13. Perform all necessary maintenance administration and documentation (E.g. Record faults reported, raise maintenance work orders, complete work orders in maintenance management system and any other recording system.
  14. Undertake any other tasks or functions that are supplementary to the performance of the works, as assigned by supervisor. (Training and qualifications will be provided by company, as required). Examples include (but not limited to):
    • Perform admin functions
    • Responding to emergency operations
    • Support the execution of projects; including verifying contractor’s work completion, providing manpower to support project testing & commissioning, attendance to contractors, etc
    • Preparation of reports
    • Provide logistics support
    • Housekeeping.
Qualifications and Work Experience

Diploma or Degree in Mechanical / Electrical / Mechatronic / Civil & Structural Engineering or equivalent from a recognised institution, with 5 years’ working experience in managerial positions in a maintenance organisation.

Previous Railway System experience would be advantageous.

Skills and Competencies

Possess strong leadership, supervisory and interpersonal skills.

Strong technical competencies. Able to independently troubleshoot faults, lead technical investigation, perform failure analysis and reliability trending.

Good technical writing skills.

Able to communicate effectively in English and work in a team environment.
