Job description

THE ROLE

You will be part of the Medical Tower Planning and Development team, providing mechanical engineering expertise across the design, construction, and commissioning phases of the TTSH Medical Tower. You will represent TTSH's technical interests throughout the design and construction of the Medical Tower – ensuring that what is designed and built on the institution's behalf meets clinical requirements, regulatory standards, and operational needs before the building is handed over.

KEY RESPONSIBILITIES
Design Review & Technical Compliance
  • Review mechanical engineering drawings, specifications, and submissions from consultants and contractors to verify compliance with clinical requirements, Singapore building codes, and international healthcare standards.
  • Identify technical gaps or discrepancies in design submissions and work with consultants to resolve them before works proceed on site.
  • Ensure all mechanical systems – including ACMV, medical gas, plumbing and sanitary, fire protection, infection control ventilation, building management systems (BMS), and vertical transportation (lifts, escalators, dumbwaiters, and pneumatic tube systems) – are designed and specified to meet the operational and clinical requirements of a high‑acuity hospital environment.
Construction Oversight & Site Coordination
  • Attend site inspections and technical meetings to monitor the installation of mechanical systems against approved drawings, specifications, and the master programme.
  • Review and assess requests for information (RFIs), site queries, and variation orders relating to mechanical works, providing timely technical responses to keep the programme on track.
  • Coordinate with the electrical, structural, and architectural teams to resolve cross‑discipline clashes and ensure integrated delivery of all building systems.
  • Support the testing and commissioning of all mechanical systems, ensuring that performance meets design intent and clinical operational requirements.
  • Review commissioning reports, inspection records, and test results, identifying deficiencies and ensuring rectification before practical completion.
  • Participate in the technical handover process, including joint inspections, snagging, and defects‑rectification for all mechanical systems within the defects liability period.
Documentation & Compliance
  • Maintain accurate records of mechanical submissions, approvals, test results, and as‑built documentation throughout the project lifecycle.
  • Ensure all mechanical installations comply with relevant regulatory requirements including BCA, NEA, SCDF, and MOH licensing standards applicable to healthcare facilities. This includes specific compliance requirements for vertical transportation systems under BCA and the Lifts and Escalators Act.
  • Support capital grant justifications and technical submissions relating to mechanical infrastructure and specialised medical systems.
REQUIREMENTS
  • Degree in Mechanical Engineering or a related discipline.
  • A minimum of 5 years of relevant experience in the design, construction, or commissioning of mechanical systems on major building projects. Candidates with more than 10 years of experience will be considered for the Senior Engineer position.
  • Must have seen at least one major development project through from design to practical completion. Prior experience in a healthcare facility or large institutional building is strongly preferred.
  • Working knowledge of healthcare mechanical standards including ACMV design for infection control zones, medical gas systems, and clean room environments.
  • Familiarity with BCA, NEA, and SCDF requirements as they apply to mechanical building services in healthcare facilities.
  • Ability to read and interpret complex mechanical engineering drawings and specifications.
  • Strong coordination and communication skills, with the ability to engage consultants, contractors, and clinical users effectively.
  • Possession of relevant professional licences or certifications is an advantage.
