We are seeking a motivated and versatile Engineer to join BlueTel Networks’ OSP Department. BlueTel Networks Pte Ltd is a Facilities-Based Operator (FBO) licensed under the Infocomm Media Development Authority (IMDA) of Singapore. The Engineer will play a key role in supporting the planning, construction, maintenance, and protection of BlueTel’s underground fiber infrastructure.
This role offers a mix of office and field responsibilities, including managing new build and diversion projects, coordinating maintenance activities, and ensuring compliance with IMDA’s Earthworks Requirements. The candidate must be adaptable, hands‑on, and capable of handling multiple functions depending on operational needs.
Key Responsibilities:
- Assist in the management of new underground infrastructure builds, diversion projects, and expansion planning.
- Coordinate with contractors, consultants, and relevant authorities to ensure timely and safe completion of works.
- Monitor site progress, workmanship, and safety compliance.
Maintenance & Operations:
- Support the maintenance of fiber and manhole infrastructure, ensuring reliability and operational readiness.
- Conduct site inspections, route checks, and record updates.
- Record and elevate observations of third‑party works that may affect BlueTel’s infrastructure.
- Coordinate manhole maintenance or field rectification works when necessary.
- Prepare and submit reports on maintenance, repairs, and incidents.
Regulatory & Documentation:
- Process Plant Map Purchases and Notices of Commencement of Earthworks (NCE) under IMDA’s Earthworks Requirements, when assigned.
- Maintain accurate plant records and ensure proper documentation of all OSP activities.
- Liaise with relevant authorities and internal teams on regulatory submissions and compliance matters.
Qualifications and Requirements:
- ITE or Diploma in Engineering, Telecommunications, Civil, or a related discipline.
- Minimum 6–8 years of relevant experience in engineering, infrastructure, construction, or network‑related works. Candidates with exposure to underground or fiber‑related works will be preferred.
- Good understanding of telecommunications infrastructure (ducts, manholes, fiber network layout).
- Strong planning, coordination, and communication skills.
- Proficient in MS Office applications; familiarity with CAD or GIS‑based mapping tools will be an advantage.
- Able to work independently and as part of a team, including outdoor assignments.
- Possession of a Class 2 or 3 driving license will be an advantage.

Preferred Skills:
- Experience managing contractors and field operations.
- Familiarity with IMDA’s Earthworks Requirements or other regulatory compliance processes.
- Strong problem‑solving abilities with attention to detail.
- Ability to multitask and adapt to changing project/operational needs.
