Job summary

Sumitomo Mitsui Banking Corporation is looking for a senior IT project/program leader to head the APAC Infrastructure PMO. You will oversee regional and offshore resources, own the portfolio governance and budgets, and drive delivery across cloud, network, security, and data centre domains.

You will establish and refine PM methodologies, conduct risk reviews, and mentor PMO staff while collaborating with architects, risk, and business stakeholders to ensure compliant, high-quality delivery.

Qualifications

  • Bachelor's degree in IT/Engineering/CS/Business or related field.
  • 12+ years IT project/program management, including 5+ years in Infrastructure PM/PMO.
  • Experience managing US$10M+ annual technology/infrastructure portfolios.
  • Managed project delivery teams of 15+ across regional, offshore and vendor orgs.
  • Know-how in Waterfall, Agile and Hybrid methods; PMP/PRINCE2/ITIL preferred.
  • Experience in banking or highly regulated industries.

Responsibilities

  • Lead APAC Infrastructure PMO functions and regional delivery resources.
  • Own the infrastructure portfolio with governance, budgeting and reporting.
  • Drive delivery of regional programs across cloud, network, security and data centre.
  • Establish and improve PM methodologies, governance, standards and templates.
  • Conduct portfolio health reviews, risk management and assurance activities.
  • Lead Infrastructure PMO and project teams through coaching and capability-building.
  • Develop playbooks and governance processes for efficient execution.
  • Manage resource planning, capacity forecasting and utilization.
  • Own portfolio financial management: budgeting, forecasting and tracking.
  • Drive continuous improvement and corrective actions.
  • Collaborate with domain leads, architects, service delivery, security and risk.
  • Provide portfolio performance reporting and executive updates.

Job description

Job Responsibilities:



  • Lead the APAC Infrastructure Project Management and PMO functions, overseeing regional, branch and offshore PM resources to deliver infrastructure projects successfully.

  • Own the infrastructure project portfolio, ensuring effective governance, prioritization, resource allocation, budget control, quality assurance and executive reporting.

  • Drive the delivery of regional infrastructure programs and projects across cloud, network, security, data centre, end-user computing and technology transformation domains.

  • Establish, maintain and continuously improve project management methodologies, governance frameworks, standards, templates and delivery processes.

  • Conduct proactive project quality reviews, portfolio health assessments, risk management and assurance activities to improve delivery outcomes and consistency.

  • Lead and develop Infrastructure PM sub-leads, Project Managers and PMO team members through coaching, mentoring and capability-building initiatives.

  • Develop practical project management frameworks, playbooks and governance processes that enable project teams to execute projects efficiently and consistently.

  • Manage project resource planning, capacity forecasting and workforce utilization across the infrastructure project portfolio.

  • Own portfolio financial management, including budget planning, forecasting, expenditure tracking and financial reporting.

  • Drive continuous improvement initiatives by identifying delivery gaps, governance weaknesses and operational inefficiencies, implementing corrective actions and best practices.

  • Collaborate with infrastructure domain leads, architects, service delivery, security, risk and business stakeholders to ensure successful project delivery and compliance with organizational standards.

  • Provide portfolio performance reporting, strategic insights and executive-level updates to regional management and Head Office stakeholders.


Skills, Experience & Qualifications


  • Bachelor's degree in Information Technology, Engineering, Computer Science, Business Management or related discipline.

  • Minimum 12 years of IT project/program management experience, including 5+ years leading Infrastructure PM, PMO or Portfolio Management teams.

  • Proven track record managing US$10M+ annual technology/infrastructure project portfolios, including budget planning, forecasting, financial tracking and investment governance.

  • Demonstrated experience managing project delivery teams of 15+ resources across regional, offshore and vendor organizations.

  • Strong experience in resource demand planning, capacity management, workforce forecasting and cross-project resource allocation within a matrix organization.

  • Proven experience delivering large-scale infrastructure initiatives covering cloud, network, security, data centre, end-user computing and platform modernization.

  • Strong experience in portfolio governance, project quality assurance, risk management, executive reporting and delivery oversight.

  • Experience establishing and improving project management methodologies, governance frameworks, standards, quality controls and reporting processes.

  • Strong stakeholder management skills with experience presenting portfolio performance, delivery risks, resource requirements and budget utilization to senior management and executive committees.

  • Knowledge of Waterfall, Agile and Hybrid delivery methodologies; PMP, PRINCE2, Agile and/or ITIL certifications preferred.

  • Experience in banking or other highly regulated industries preferred, with good understanding of technology governance, risk, compliance and audit requirements.

  • Strong leadership, communication, analytical and people development skills with a proven ability to lead high-performing PM and PMO teams.

  • Experience managing APAC regional technology portfolios in a global bank or financial institution.

  • Experience managing annual project budgets exceeding US$20M and resource pools exceeding 30 project professionals.

  • Experience with project portfolio management tools such as ServiceNow PPM, Planview, Clarity, Jira, Microsoft Project and Power BI.
