Job summary

Vantage Data Centers APAC Pte. Ltd is seeking a Director of Pre-Construction, APAC, to lead the design, engineering, and construction readiness for new and existing sites across the APAC region.

You will oversee due diligence, concept design, consultant onboarding, entitlement and permitting, and pre-construction with GC and PM teams. You will drive master planning, development approvals, and cost-efficient data center solutions in collaboration with NSD, SSA, and DE&C teams, ensuring

Qualifications

• Bachelors degree in Construction Management or equivalent; 7–10 years in a management role, 10–15 years preferred.
• Complex and technical construction experience required; data center experience preferred.
• Experience in CSA and MEP construction management.
• Proficiency in Microsoft Office and project management tools (MS Project or Primavera P6).
• Experience developing executive-level presentations; PMP certification preferred.

Responsibilities

• Lead development and planning approval processes, including master and precinct planning and construction permitting.
• Support utilities provisioning negotiations with NSD team.
• Partner with project teams to deliver Tier III data center designs at optimal cost.
• Advise on programme, cost, buildability, and ECIs with Project Controls.
• Manage build partners with technical feedback and schedule/budget oversight during pre-construction.
• Procurement and tender strategy for professional services and equipment in APAC.
• Lead ECI phase with general contractors, architects, and engineers.
• Manage direct reports and staffing utilization; coordinate with external project resources.
• Create and manage RFPs for consultants and providers.
• Obtain project budgets and produce monthly forecasts with Construction Commercial Team.
• Capture lessons learned to drive continuous improvement.

Position Overview

Vantage Data Centers is looking for a Director, Pre-Construction, APAC to provide overall pre-construction leadership for the growing Design, Engineering and Construction team and key internal partners, including New Site Development (NSD) and Site Selection (SSA), as the company expands across the region. This role will be responsible for new and existing developments across new and existing sites, Working with Stakeholder teams on Due Diligence works on new sites, providing Design and Construction inputs (through consultation with the DE&C Teams), development of concept and schematic design with the Engineering team, Assisting with Consultant engagements and on-boarding, entitlement and permitting, and all aspects of pre-construction with general contractors and Project Management teams. As a leader, this position will work seamlessly with multiple projects and teams, ensuring all pre-construction activities are aligned with strategic corporate objectives and supporting successful project delivery from early development through construction readiness.

Essential Job Functions

• Lead development and planning approval processes, including master and precinct planning, development planning, and construction permitting
• Support utilities provisioning negotiations, with particular emphasis on power and networking provision with the NSD team
• Partner with project teams to resolve data center designs that deliver Tier III data centers at optimal cost and in alignment with design parameters
• Work with the Project Controls team to advise on programme, cost, buildability, regional statutory, consultant, and Early Contractor Involvement (ECI).
• Manage Vantage’s build partners through technical feedback, review, and active participation in schedule and budget management during the pre-construction phase.
• Assist with procurement and tender strategy for professional services, works, and where applicable, supply contracts for significant plant and equipment in partnership with the APAC OFCI team
• Work with Project Controls on pre-construction programmes and micro-programmes, and contribute to the master construction programme
• Work with general contractors, architects, and engineers to lead the project ECI phase
• Manage direct reports, third-party project management resources, and staffing utilization
• Create and manage RFPs for consultants and providers
• Obtain project budgets, working with the Construction Commercial Team
• Partner with stakeholders in Construction Cost and Finance to produce monthly project forecasts, including variance analyses
• Ensure lessons learned are captured and placed into the feedback loop to drive continuous improvement

Job Requirements

• Bachelor’s degree in Construction Management or similar field, or equivalent experience 7 to 10 years of experience in a management role required; 10 to 15 years preferred
• Complex and technical construction experience required
• Data center experience preferred
• Experience in CSA and MEP construction management required
• Proficiency in Microsoft Office and project management tools such as MS Project or P6
• Experience developing executive-level presentations
• Substantial project management experience preferred; PMP certification
