Job summary

STACK Infrastructure in Asia Pacific is seeking a dynamic leader to guide ICT design and delivery across data center projects. You will oversee OT/ICT design, cybersecurity integration and multi-site coordination within a flat regional team.

You will manage budgets, schedules and vendor performance while ensuring scalable, secure designs aligned with operational needs. This role requires strong leadership and cross-functional collaboration across APAC markets.

Qualifications

  • Degree in information technology, telecommunications, electrical engineering or related discipline.
  • 12-15 years of experience in OT/ICT or technology infrastructure.
  • At least five years in a senior leadership or design-management position.
  • Experience leading multidisciplinary design teams and multiple concurrent projects.
  • Strong experience in mission-critical facilities, preferably data centers.
  • Coordinating design, procurement, construction, testing and commissioning activities.
  • Experience managing vendors, consultants and system integrators.
  • Knowledge of OT cybersecurity, network architecture and structured cabling.

Responsibilities

Job description

*This position can be based in Singapore, Malaysia (JB) or Australia (Melbourne)*

As STACK rapidly grows throughout the region, our ICT Engineering Team is growing in response to the increased number of projects and sites under development. As part of this growth, we seek an energetic and focused individual to join our APAC Team to provide support in the ICT design, delivery, and operational management of our data centers. Leads in all ICT matters and supporting our in-country project team in developing data center ICT designs for OT systems and maintaining accurate ICT project timelines, mapping concurrent and sequential project activities, critical path, identifying key resource (internal and external) throughout each stage of the project delivery. This also includes identifying ICT managed service providers and managing them to meet day-to-day operational uptime requirements. While reporting to the regional APAC team, you will be working in a flat team structure surrounded by industry leaders across all aspects of Data Centre and Real Estate Development.

In this role you will:

Leadership and Team Management

  • Lead and develop the OT/ICT design team, including engineers, architects, system administrators and specialists.
  • Establish the team structure, roles, responsibilities and technical governance required to support multiple concurrent projects.
  • Develop workforce and resource plans based on the project pipeline, design workload and delivery priorities.
  • Allocate internal and external resources across projects while managing capacity constraints and competing deadlines.
  • Set team objectives, performance expectations and professional-development plans.
  • Build technical capability in OT networking, ICT infrastructure, systems integration, cybersecurity and data-centre technology.

Data Center ICT Design Management

  • Take overall accountability for the quality, completeness and timely delivery of OT and ICT designs.
  • Covers all technology requirements, not limited to computing, network, cybersecurity technologies
  • Define and maintain standard design requirements, technical specifications, reference architectures and approved product standards.
  • Ensure designs are scalable, resilient, maintainable, secure and aligned with operational requirements.
  • Oversee Data Center ICT and industrial networks, structured cabling and fibre, LAN/WAN connectivity, and BMS/EPMS/Scada, Dcim, Security & CCTV integration, wireless access points, NMS monitoring and OT remote-access solutions.
  • Chair technical design reviews and ensure design issues, interfaces and risks are identified, assigned and resolved.
  • Manage design changes and deviations from approved standards, and review with VP, Operational Technology as required.
  • Ensure technical documentation, drawings, equipment schedules, interface matrices and commissioning requirements are complete and properly controlled.

Project Planning and Delivery Coordination

  • Work with project directors, delivery managers, construction teams and commissioning teams to develop realistic OT/ICT delivery plans. This includes planning for telco and internet service providers.
  • Translate project milestones into design, procurement, installation, integration, testing and commissioning activities.
  • Identify long-lead equipment and critical technology packages early and incorporate them into procurement plans.
  • Identify resource needs and ensure the correct technical expertise is available at each project stage.
  • Monitor design progress against the master project schedule and implement recovery plans where necessary.
  • Manage dependencies between OT/ICT systems and electrical, mechanical, security, architectural and operational workstreams.
  • Resolve technical issues that could affect project cost, programme, quality or commissioning.
  • Support project readiness reviews, integrated systems testing, handover and operational acceptance.

Vendor and Supplier Management

  • Develop and maintain strategic relationships with equipment manufacturers, technology vendors, suppliers, Internet Service providers, consultants and system integrators.
  • Establish technical qualification and approval processes for vendors and products.
  • Participate in tender preparation, technical bid evaluation, vendor selection and contract negotiations.
  • Define clear scopes of work, technical deliverables, service levels and acceptance criteria.
  • Monitor vendor performance in relation to quality, cost, schedule, technical compliance and responsiveness.
  • Conduct regular vendor performance and technology-roadmap reviews.
  • Manage supplier-related risks, including product obsolescence, cybersecurity vulnerabilities, capacity constraints and long lead times.
  • Work with procurement and commercial teams to develop strategic sourcing and framework agreements while avoiding unnecessary vendor lock-in.

Technical Governance and Assurance

  • Establish governance processes for design reviews, technical approvals, deviations and change control.
  • Ensure compliance with corporate policies, customer requirements, contractual obligations and applicable standards.
  • Maintain clear segregation and controlled integration between enterprise ICT and operational technology environments.
  • Ensure designs incorporate availability, redundancy, maintainability and disaster-recovery requirements.
  • Coordinate with cybersecurity teams so security requirements are embedded throughout the design and delivery lifecycle.
  • Oversee off site staging planning, site acceptance testing and integrated systems testing.
  • Ensure lessons learned from completed projects are incorporated into future design standards.

Budget, Commercial and Stake Holder Management

  • Prepare and manage the OT/ICT design and professional services budget.
  • Support capital-cost planning and cost benchmarking for OT/ICT systems.
  • Review project estimates, vendor proposals, variations and value-engineering opportunities.
  • Balance capital expenditure with reliability, lifecycle cost, operational efficiency and technology risk.
  • Provide accurate forecasts for internal resources, consultants, software licenses, equipment and support services.
  • Act as the senior technical interface between design, delivery, operations, procurement, cybersecurity and corporate ICT teams.
  • Communicate technical risks, resource constraints and program impacts clearly to senior leadership.
  • Engage operational teams early so systems can be supported, maintained and operated effectively after handover.
  • Represent the organization in technical meetings with customers, partners, consultants and suppliers.
  • Build alignment across regional teams while maintaining consistent APAC standards.

Location: Asia Pacific region

Travel: 50%

Language: English (Written, Spoken and Reading); Chinese (Spoken and Reading) Additional Regional Languages considered an advantage.

Must-have Qualifications

  • Degree in information technology, telecommunications, electrical engineering, computer engineering, control systems or a related discipline.
  • Typically, 12-15 years of experience in OT, ICT, systems engineering or technology infrastructure.
  • At least five years in a senior leadership or design-management position.
  • Demonstrated experience managing multidisciplinary design teams and multiple concurrent projects.
  • Strong experience in mission-critical facilities, preferably data centers.
  • Proven ability to coordinate design, procurement, construction, testing and commissioning activities against complex project schedules.
  • Experience managing vendors, consultants, equipment manufacturers and system integrators.
  • Working knowledge of OT cybersecurity, network architecture, structured cabling, systems integration and operational monitoring platforms.
  • Experience with project planning, resource forecasting, budgeting and commercial evaluation.
  • Relevant professional certifications - such as PMP, CISSP, CISM, CCNP, TOGAF, ITIL or Chartered Engineer status - would be advantageous.
  • Excellent communication and troubleshooting skills.
  • Excellent documentation skills & working within an ITSM toolset.
  • Strong technical background with Cisco Certification for Networking Systems (CCNP or higher).
  • Good knowledge in firewalls and configurations for Palo Alto and Fortinet as a minimum.
  • Excellent in Cisco SDA architecture, Catalysis and Meraki product line from Cisco.
  • Experienced in the following key tools – Azure/Microsoft Entra ID cloud service knowledge.
  • Experience working with Telco and service providers.
  • Knowledge of Virtualization technology (VMWare) and servers will be an added advantage.
