Job description

By Co-ordination and communication with Management & Department Heads, ensure that the Project Quality Plan is understood and implemented to all levels.

To establish a project specific QA/QC system and ensure its implementation.

Manage submission of the quality management system or quality control plan of subcontractors' specialized work, method statements, relevant certificates, inspections & tests reports, and other quality documents required for project quality assurance.

To monitor and audit the implementation of QA/QC system and activities throughout the duration of the project & to act independently to ensure that the quality objectives are met.

Ensure that all site personnel within the project are aware of and have access to the approved working procedures & practices to be used at site.

Co-ordinate with the other Senior Project Staff & Subcontractors relating to scheduling of activities & manpower resources necessary to ensuring adequate control of quality of work during the execution of works.

To represent the QA/QC Department at all co-ordination meetings internally and externally with the Client, Consultants, relevant Authorities & independent Consulting / Testing Agency.

Manage the Client's/ Consultants' issued non-conformance reports (NCR) in co-ordinating with the concerned department/project team for necessary corrective & preventive action and replying to close-out the NCR.

To identify the need for and liaise with the third parties for special training to the Site personnel including the subcontractors' where required, to enhance their technical know-how.

To promote "Best Practice" through Bench Marking and communicate the effectiveness & efficiency of the results to the Management for possible implementation.

The QA/QC Manager and its team’s responsibilities are to ensure project deliverables are within conformance and of client’s standards. Informing project team for potential problems and assisting project team to refine project deliverables.

Also responsible for testing and commissioning and client / 3 rd party inspections to ensure deliverable can obtain conformance certificates.

Another aspect for QA/QC auditors are to inspect incoming shipments from suppliers and or contractors are matching procurement orders’ specifications.

This department shall be headed by the QA / QC Manager and shall be directly responsible to the Project Manager.

The QA / QC Manager assisted by a QA/QC Engineer is responsible in all aspects of implementing and regulating the Quality System, and his duties shall also include:

  • Responsible in all aspects of implementing the Quality Control System.
  • Prepare Method Statement for all construction activities and works.
  • Prepare Standard Operation Procedures for each works activities operation, including Hazard & Risk Analysis of works to be carried out and their progressive improvement amendments and changes.
  • Manage the team of QA/QC engineer and technicians to ensure works carried out are in order.
  • Coordinating with the LTA representative on matters relating to quality of the works and methods on executing the works in accordance with the submitted and approved ‘Standard Operation Procedures’.
  • Checking and verifying that the approved Quality Control System is implemented and maintained at the project site.
  • Executing and controlling tests of materials by using a approved accredited test laboratories.
  • Coordinating with the Construction Engineer on matters relating to the method and works sequence to achieve good quality of the Works.
  • Coordinating quality audits performed by the Engineer and third parties.
  • Ensuring latest quality system document revisions are distributed and used by each section.
  • Checking that records related to the Quality System are maintained by each section on the Project.
  • Identify Nonconformities and executing Nonconformities Notification, with follow up that Corrective actions been taken and recommend preventive Measure & Actions.
  • Closing-up of all Nonconformity Notice and Reports, including Corrective and Preventive Action Reports

Reports to the QC manager directly.
