Deputy Manager, HR&OD (3 years contract)

We are seeking a policy-driven HR professional to lead the review, development, and governance of HR policies to ensure compliance and alignment with legal requirements, organizational priorities and HR best practices. The incumbent will also oversee the HR administrative functions and play a key role in enhancing employee experience across HR processes and services.

HR Excellence & Governance
  • Lead the review, development and updating of HR policies to ensure clarity, compliance and relevance.
  • Monitor regulatory changes and HR best practices; recommend timely policy enhancements to strengthen governance.
  • Provide guidance on policy interpretation, managing queries, escalations and deviation requests.
  • Ensure proper governance of disciplinary and grievance processes with fairness and due process.
  • Partner with HR COEs to streamline processes and strengthen efficiency and compliance.
  • Provide leadership for the One-Stop Centre ensuring responsive service delivery, user-friendly processes and high satisfaction levels.
  • Perform other administrative duties as required to support smooth university operations
Required Qualifications & Experience:
  • A bachelor’s degree with at least 5 years of relevant working experience.
  • Good understanding of HR policy development, governance and employment legislation.
  • Proven experience in policy writing, analysis and compliance and/or operational management.
  • Experience / Knowledge of disciplinary procedures, administrative or office operations is an added advantage.

  • Skilled in reviewing, drafting and harmonising HR policies, ensuring clarity, alignment and compliance with legislation. Capable of translating complex policy requirements into clear and user-friendly guidance.
  • Ability to interpret policies regulations, analysing data and synthesising insights to support policy decisions and process improvements.
  • Strong analytical and decision-making skills with high standard of accuracy and attention to detail.
