Job Responsibilities
- Resource Forecast: Manage the resource forecast needed in the annual business plan. Based on project delivery capacity and resource reserves, fulfils the agreed-upon budget planning.
- Resource Preparation: Responsible for formulating resource plans and, if necessary, providing corresponding training and development for the delivery resources.
- Resource Planning: Collaborate with project managers to develop a 12-month resource planning via iResource and update it on a monthly basis. The resource plan must be reviewed and approved by the delivery & service planning committee.
- Stakeholder Collaboration: Act as a partner to business team leaders, understanding needs, and communicating resource type/constraints/support period/percentage commitment. Ensure Project managers submit resource applications at least 30 days before the expected arrival date.
- Resource Allocation: Respond to and handle both planned and unplanned resource requests according to different SLAs.
- Performance Monitoring: Delivery resources must be deployed according to the plan to perform delivery tasks, and working hours must be accurately recorded during the support period.
- Resource Release: Ensure resource release initiated by the project manager according to the support plan specified. In cases where resource release is required earlier or later due to changes in business needs, contribute to best practices for project manager to promptly apply for a change at least 14 days in advance and obtaining approval.
- Resource Evaluation: Ensure the project manager evaluate the performance and results of the delivery resources that have left the site. The evaluation results will be used as input for employee performance assessments.
- Platform and Tools: Responsible to optimization and ensure implementation of the delivery resource planning system, including organization, processes, systems, methods, and IT. Responsible for building local office capabilities in delivery resource planning.
- Operation of the Planning Committee: Make plan including decision-making, operational, and capability-building topics to address short-term resource issues, new scenarios and roles, and build long‑term capability to effectively guide the front line in end-to-end resource plan review.
- To collaborate and communicate directly with Chinese speaking officers, stakeholders, counterparts, and customers in China HQ team.
Job Requirements
- Minimum a degree in computer science/engineering related major is required.
- Minimum 4 years of working experience for ICT related industries, regional experience in financial planning, analysis, and budgeting is required.
- Skills required: Project management, consulting operation, IT, or finance.
- Soft skills: Excellent internal and external communication and influence, able to communicate with the corresponding business unit level, and influence decision-making.
- Knowledge of MS, Power BI, SQL, Data Visualization, Python or Oracle would be an added advantage.
- Self‑initiative to take the responsibility of task and learn new products/technologies.
- The candidate shall be adaptable and flexible to tasks or job scope being assigned.
- Proficiency in Mandarin is essential to ensure effective communication with the Chinese‑speaking stakeholders, including head office, business counterparts, and customers based in China.
