Job summary

Public Service Division is seeking a seasoned professional to prepare and vet tender documents, draft contract clauses, and evaluate tenders for construction and procurement projects in Singapore.

You will support project managers in contractual and costing matters, ensuring compliance with tendering procedures while exploring innovative procurement strategies and best practices for optimal project outcomes.

Qualifications

• Background in Building or Quantity Surveying with 5–8 years of relevant working experience.
• Experience in consultant QS firms or developer organizations preferred.

Responsibilities

• Prepare and vet tender documents, draft contract/specification clauses, evaluate tenders and provide recommendations for awards.
• Vet submissions by external consultants on contract administration matters (variation works, extension of time, loss and expense, final account, disputes).
• Assist project managers in contractual and costing matters and ensure compliance with tendering and procurement procedures.
• Explore and implement innovative solutions and best practices on procurement and contract strategy.

[What the role is]

You will prepare and vet tender documents, which include drafting contract/specification clauses, evaluating and providing recommendations for tenders, and awarding construction and procurement contracts. You will also vet submissions by external consultants on contract administration matters, such as assessing contractors’ claims for variation works, extension of time, loss and expense, final account and handling of contractual disputes.

You will assist project managers in contractual and costing matters, and ensure compliance with appropriate tendering and procurement procedures. You will also explore and implement innovative solutions and best practices on procurement and contract strategy, and related functions.

[What we are looking for]

Background in Building or Quantity Surveying with at least 5 to 8 years of relevant working experience, preferably in consultant QS firms or developer organizations.
