Qualifications

  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related field.
  • Minimum 8–12 years of commercial management experience in the construction/M&E industry.
  • Strong knowledge of standard forms of contracts (PSSCOC, SIA, FIDIC, LTA contracts).
  • Proficiency in cost management, claims preparation, contract law, and dispute resolution.
  • Excellent leadership, negotiation, and communication skills.

Contract & Commercial Management
  • Lead pre- and post-contract management, including tender reviews, contract negotiations, claims, and variations.
  • Ensure compliance with Singapore’s Building and Construction Authority (BCA), Land Transport Authority (LTA), and Ministry of Manpower (MOM) guidelines.
  • Manage main contract and subcontract agreements, ensuring timely execution and risk control.
  • Oversee preparation, review, and submission of claims, cost variations, and contractual correspondences.
Financial & Cost Control
  • Monitor project budgets, cash flow, and cost forecasts to ensure profitability and financial discipline.
  • Oversee monthly progress claims, payment certifications, and final account settlements.
  • Implement cost control measures and value engineering to optimize project margins.
Stakeholder Engagement
  • Liaise with clients, consultants, subcontractors, suppliers, and internal project teams on all commercial matters.
  • Provide commercial advice and support to Project Directors, Managers, and Site Teams.
  • Prepare and present commercial reports and financial updates to senior management.
Risk Management & Compliance
  • Identify, assess, and mitigate commercial and contractual risks across projects.
  • Ensure compliance with company policies, PDPA regulations, no-gift policy, and Business Code of Conduct.
  • Support audits, insurance matters, and dispute resolution processes.
Qualifications & Requirements
  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related field.
  • Minimum 8–12 years of commercial management experience in the construction/M&E industry, with proven track record in Singapore (preferably on large-scale infrastructure or building projects).
  • Strong knowledge of standard forms of contracts (PSSCOC, SIA, FIDIC, LTA contracts).
  • Proficiency in cost management, claims preparation, contract law, and dispute resolution.
  • Excellent leadership, negotiation, and communication skills.
  • Strong analytical and problem-solving abilities with attention to detail.
  • Familiarity with ERP/Project Management systems and Microsoft Office Suite.
