Job summary

A leading offshore construction company in Singapore is seeking a Construction Engineer to manage construction planning and execution. The ideal candidate will have a Bachelor’s Degree or Technical college certificate and at least 5 years of experience in EPC for offshore oil and gas or FPSO projects. Strong communication skills and knowledge of construction methodology are essential for success in this role.

Qualifications

  • Minimum 5 years of work experience in EPC for onshore/offshore oil and gas or FPSO projects.
  • Strong working knowledge of marine construction and topsides modules.

Responsibilities

  • Responsible for construction planning and management execution.
  • Maintain good relationships with team members and facilitate communication.

Job description
Role Purpose

Construction Engineer is reports to Lead Construction Engineer and/or Appointed Responsible Person by CIC Section Lead – Construction. Responsible for construction planning and management execution including and not limited to meeting the HSSE, Quality, Best Work Practices, Specification and Schedule requirements. Assisting for proposal / bidding packages to relevant departments / sections from construction point of view and review / update Construction methodology Documents periodically as appropriate.

Key Accountabilities
  • Work Nature1. Independent on regular nature of work, uses personal experience, Team Works, applies relevant company policies and procedures.
  • Construction Quality Activity1. Provides adequate functions to internal and external during project proposal / bidding / preparation / execution / completion, including and not limited to a. Scope Of Work b. HSSE, Quality c. Construction Execution Plan [construction methodology] d. Schedule, and Manning Plan e. Progress, Reporting and Closeout
  • Financial Responsibility1. No Financial Authority.
  • Communications1. Maintain good relationship with team members. 2. Interact with internal and external departments including but not limited to engineering, vendors, engineering subcontractor, construction subcontractor and Client. 3. Facilitates communications with functional teams to ensure that issues are identified and incorporated into schedules and execution plan.
  • Documentation1. Review / update / produce Construction documents including Best Work Practices for Construction Methodology periodically as appropriate.
  • HSSE1. Complies with the MODEC HSSE Policies and Standard as described in the HSSE Commitment Statement. HSSE Standards, and the HSSE Procedures to always protect people and the environment. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others.
  • MODEC Code of Conduct and Compliance1. Must not disclose the confidential technical / non-technical information to any unauthorized person / company / competitors. 2. Complies with MODEC Group’s Code of Business Conduct & Ethics and Policies to ensure business activities and decisions conform to the laws and regulations and demonstrates high standard of ethical behavior.
  • Leadership1. Teamwork, taking ownership, lead and influence the team. 2. Demonstrate interpersonal skills with effectiveness across functional, racial, and national boundaries. 3. Strong working knowledge of contractual documentation (contracts, waivers, addendums, annexes, scope changes, contractual schedule etc.) and ensures planning and execution complies with contractual requirements. 4. Strong oral and written communication skills, guidance and communicate information to multi-national personnel and different levels of work force and a large variety of vendors and fabricators.
  • Work Conditions1. Work Location shall be assigned by CIC Section Lead – Construction, business trip to Site as required and there are opportunities to be assigned for full time at appointed project site, including international locations where applicable. 2. Normal exposure to hazards such as noise, heavy equipment, temperature extremes, chemicals, working at height for construction site environment.
Qualifications
  • Bachelor’s Degree or Technical college certificate.
  • Minimum 5 years works experience in EPC of onshore / offshore oil and gas or FPSO projects.
Competencies
Technical:
  • Computer skills including Mobile Devices with proficiency in Microsoft 365, 3D Model Viewer and PDF.
  • Knowledge in construction management, project management, construction methodology principles, quality assurance and HSSE requirements.
  • Strong working knowledge for marine construction AND / OR topsides modules construction AND / OR integration.
