The Engineering Commissioning Manager is responsible for commissioning of critical infrastructure systems in a data centre. This role ensures that all mechanical, electrical, and control systems are designed and tested to meet performance, reliability, and efficiency standards while leading the commissioning process to validate system functionality before handover to operations.

Commissioning & Testing
- Manage the commissioning process and contracted commissioning consultant for assigned APAC projects.
- Oversee the end-to-end commissioning process (Factory Acceptance Testing, Site Acceptance Testing, Integrated Systems Testing, and Performance Verification).
- Review commissioning plans, scripts, and checklists to validate system performance against design intent.
- Collaborate with the internal Development and Design team to drive the safety and quality standards and global best practices to meet Singtel internal and customer’s requirements.
- Coordinate with consultants, contractors, vendors, and operations teams to ensure seamless transition from construction to operational handover.
- Oversee functional performance testing (FPT) and failure mode testing of critical systems (UPS switchover, generator load banks, cooling failover, etc.).
- Identify and resolve design flaws, installation errors, or performance gaps before facility go-live.
- Review and optimise the implementation of documentation on commissioning platform.
- Conduct onsite reviews and audits of the commissioning process in APAC.
- Knowledgeable in both Mechanical and Electrical services specifically in ACMV system, Hydraulic system, thermodynamics refrigeration cycle. Competent to understand various engineering calculation (i.e. cooling load calculation, hydraulic calculation, etc.), equipment sizing (i.e. chiller, pump, cooling tower, air handler) and selection of equipment.
- Review design of mechanical, electrical, and control systems (cooling, power distribution, UPS, generators, fire suppression, BMS, etc.) for new builds, fit-out, and retrofits.
- Review consultant design (30%, 60% and 90%), shop drawings, as-build drawings, design specifications and O&M.
- Familiar with local regulatory requirement, ensure designs comply with local regulations, energy efficiency targets, and client SLA requirements for compliance.
- Drive the lessons learnt process for each project and mitigation for future implementation.
- Other relevant work duties may be assigned from time to time.
Skills for Success
- Minimum 8 years of working experience with at least 4 years in mission critical design experience.
- Bachelor’s degree in mechanical/electrical engineering or relevant discipline.
- In depth understanding of critical data centre mechanical and electrical systems.
- Experience reading and interpreting technical specification/data sheet, curves, design, equipment and construction specifications and drawings.
- Possess leadership and problem-solving skills.
- Be a motivated, highly dependable individual.
- Knowledge of large-scale mission critical facility’s mechanical infrastructure systems. An ability and willingness to think outside of the box to find creative and innovative solutions to reduce costs with no impact on quality and reliability.
- Possess good communication skills, attention to detail, maintain high quality standards.
- The ability to perform business case analysis to justify technical decisions and present the justification to management in a high-level review.
- Must be fluent (read/write/speak) in English. Any other language is an advantage.
- Knowledge of building codes and regulations.
- Coordinate with project teams on matters related to Environmental Sustainability and green rating and building performances.
- Travelling is required at least 20% (i.e. one week a month).
