About the Role

The Chief Operating Officer & Head of Corporate Development (COO & HoCD) is a pivotal, board‑facing executive who owns end‑to‑end operational excellence and the company’s inorganic and strategic growth agenda. You will translate strategy into measurable outcomes: superior customer experience, resilient and compliant operations, scalable technology, and value‑accretive partnerships, investments, and M&A.

This role is ideal for a builder‑operator who is equally comfortable in the vault, in the datacenter, and in the boardroom—someone who can design the plan, close the deal, and execute the strategy.

Key Responsibilities
Corporate Development & Strategic Growth
  • Own the growth pipeline across partnerships, joint ventures, minority investments, and M&A to expand BullionStar’s geographic footprint, product breadth, and capabilities.
  • Evaluate and execute transactions end‑to‑end: thesis and sourcing, valuation, diligence (commercial, operational, regulatory, technology), deal structuring, negotiation, and post‑merger integration (PMI) with clear synergy targets.
  • Lead the Growth & Investment Committee, driving portfolio reviews, capital allocation trade‑offs, and quarterly board updates.
  • Develop market‑entry strategies for priority jurisdictions; lead regulatory engagement plans and partnership models (e.g., licensed local operators, white‑label, or digital‑first expansion).
  • Forge strategic alliances with mints, refiners, exchanges, payment networks, logistics providers, and fintech partners to deepen liquidity, improve unit economics, and accelerate innovation.
Global Operations & Customer Experience
  • Own day‑to‑day operations across vaulting, logistics, order fulfillment, retail/e‑commerce operations, trading/back office, and customer operations—with service‑level agreements (SLAs) that protect client assets and trust.
  • Institutionalize operational excellence: lead and continuously refine business processes, queue and throughput management, and a standard operating model across locations; drive automation of manual workflows.
  • Safeguard the chain‑of‑custody and inventory integrity with robust reconciliation, cycle counting, and real‑time visibility from intake to delivery.
  • Scale fulfillment & last‑mile logistics with redundant networks and contingency plans; reduce order‑to‑ship times and exceptions.
  • Co‑own pricing & product operations with Commercial/Trading to balance speed, margin, and risk.
Technology, Data & Digital
  • Partner with Product & Engineering to prioritize a secure, high‑availability trading and storage platform; ensure roadmaps are tied to P&L impact.
  • Set data standards and governance for real‑time dashboards spanning demand, inventory, liquidity, risk, and CX; champion decision automation where appropriate.
  • Harden cybersecurity & resiliency: incident response, disaster recovery (RTO/RPO), and third‑party risk management.
Risk, Compliance & Controls
  • Ensure end‑to‑end compliance with applicable financial crime, KYC/AML/CFT, sanctions, and regulations across jurisdictions.
  • Own the enterprise risk framework for operational, liquidity, market, counterparty, and physical security risks; run scenario testing and business continuity planning.
  • Embed “compliance by design” in processes and systems; maintain strong audit readiness and clean regulator/external audit outcomes.
Finance, Performance & Governance
  • Establish the operating cadence: quarterly/annual planning, OKRs, KPI dashboards, performance reviews, variance analysis, and corrective action plans.
  • Partner with the CFO on unit economics, working capital, hedging/treasury operations (as appropriate), and synergy realization tracking from M&A.
  • Produce board‑quality materials that clearly link strategy, execution, and outcomes.
Leadership & Talent
  • Build and mentor a high‑performing leadership bench; align incentives to measurable outcomes and values.
  • Drive a culture of accountability, safety, and continuous improvement, celebrating learning velocity and bias for action.
  • Represent BullionStar with key partners, regulators, ecosystem leaders, and at industry forums.
Qualifications & Requirements
  • Bachelor’s Degree in Business Administration, Finance, Economics, or related field.
  • At least 10 years of progressive experience in mergers & acquisitions, corporate strategy, operations management, or business development, with a proven track record of leading cross‑functional teams.
  • Strong background in financial analysis, strategic planning, and organizational management.
  • Excellent leadership, communication, and stakeholder management skills.
  • Analytical thinker with the ability to translate vision into actionable strategies.
  • Experience in the financial services, trading, or commodities sectors is highly desirable.
  • Demonstrated ability to drive operational efficiency and manage complex, fast‑growing organizations.
  • Proven track record closing and integrating cross‑border partnerships/M&A and leading multi‑site operations at scale.
  • Deep operating toolkit: Lean/Kaizen, network & capacity planning, S&OP, vendor governance, and SLA management.
  • Fluent in risk & compliance (KYC/AML/CFT, sanctions, data protection) and physical asset security requirements.
  • Data‑driven operator with mastery of KPI design, cohort/variance analysis, and executive storytelling.
  • Executive presence with board exposure; exceptional negotiation and stakeholder management skills.
  • Advanced degree (MBA, CFA, or equivalent) is advantageous; hands‑on deal and integration experience is essential.
Salary & Benefits

The salary is dependent on capability, experience, and skills. The typical starting salary for this role is from SGD 16,000 to SGD 21,000 per month, plus up to 6 months’ bonus. In addition, BullionStar provides an Annual Wage Supplement (AWS) equivalent to 1 month’s salary. BullionStar furthermore offers reimbursement of medical bills and access to an employee health and fitness benefit program.
