Overview

We are seeking a dynamic and strategic Chief Human Resource Officer (CHRO) to provide executive leadership and drive transformation initiatives in human resource management and development at the assigned Institution.

Responsibilities
  • Provide executive leadership and strategic direction for human resource management and development at the institution
  • Report directly to the Chief Executive Officer and partner with senior leadership to drive organisation-wide HR transformation initiatives
  • Develop and implement forward‑looking HR strategies to enhance workforce agility, engagement, and organisational effectiveness
  • Oversee the full spectrum of HR functions, including:
    • Manpower and workforce planning
    • Talent acquisition, development, and retention
    • Employee and industrial relations
    • Talent management and succession planning
    • Leadership development and organisational design
    • Rewards, performance management, and compensation strategies
    • Change management and culture transformation
  • Provide HR leadership for a diverse workforce
  • Partner closely with heads of departments, institutional leaders, and key stakeholders to deliver integrated HR solutions that support high‑quality service and patient care
  • Drive HR governance, policies, and best practices to ensure compliance and operational excellence
  • Lead HR technology adoption and data‑driven workforce optimisation initiatives
  • Foster a high‑performance, inclusive, and values‑driven organisational culture
Requirements
  • Bachelor’s Degree in Human Resource Management, Business Administration or related field
  • At least 15 years of Human Resource experience, including at least 10 years in leadership roles in public healthcare
  • Proven track record in HR transformation, technology adoption and workforce optimisation
  • Exceptional leadership strength and integrity, with the vision and capability to meet current and future organisational challenges
  • Strong strategic thinking with analytical skills and proficiency in HR systems (e.g. SAP SuccessFactors)
  • Excellent stakeholder management
  • Strong written, communication, and interpersonal skills; capable of leading and collaborating with cross‑functional teams.
  • Experience working in a highly matrixed organisation, demonstrating effective teamwork.
