Job summary

About the Role

Singapore Government Staff Credit Co-Operative Society Ltd (SGSCC) is seeking a capable and principled Chief Executive Officer (CEO) / General Manager to lead the Society’s operations, governance, and strategic direction.

Reporting directly to the Committee of Management (COM), the CEO is responsible for ensuring operational integrity, financial sustainability, regulatory compliance, and alignment with the Society’s mission, values, and statutory obligations under the Co-operative Societies Act (COSA).

Key Responsibilities

Strategic & Executive Leadership

  • Lead the Society’s strategic planning, sustainability, and performance delivery

  • Translate mission and vision into annual workplans, KPIs, and measurable outcomes

  • Report progress and performance to the COM

Governance & Regulatory Compliance

  • Ensure full compliance with COSA, Registrar’s directives, and regulatory requirements

  • Implement approved policies, SOPs, TORs, and internal controls

  • Maintain transparent working relationships with the Scrutineer and COM

Operational & Financial Oversight

  • Oversee day-to-day operations, lending activities, and internal controls

  • Manage budgeting, cash flow, cost controls, and financial reporting

  • Work closely with auditors, scrutineers, and relevant committees

Accountability & Authority

  • Authorise payments and loan disbursements

  • Oversee loan eligibility and appeal loan administration

  • Approve staff leave claims and expense claims

  • Supervise membership administration (applications, dormant accounts, settlements, nominees, deceased members’ claims)

  • Provide executive oversight on FERN system implementation

  • Oversee general office administration, including safety and security

  • Serve as Secretariat to Sub-Committees and oversee milestone initiatives (AGM, Annual Report, Governance Seminars, member communications)

People & Stakeholder Management

  • Lead and develop senior management and staff

  • Foster a culture of professionalism, integrity, and accountability

  • Represent the Society with the Registrar of Co-operative Societies, SNCF, members, and external stakeholders

Statutory & Appointment Requirements

Applicants must:

  • Be at least 18 years old

  • Be a Singapore Citizen or Singapore Permanent Resident (unless approved by the Registrar)

  • Not be an undischarged bankrupt

  • Not have been convicted of offences under COSA or involving fraud or dishonesty

  • Not have been dismissed, suspended, or removed from co‑operative roles (unless approved)

  • Employees and COM members may apply (excluding Chairmen of co‑operatives)

Experience & Qualifications
  • Minimum 5–8 years’ relevant experience in accounting, audit, finance, or related fields

  • Experience in banking, financial institutions, or regulated environments preferred

  • Tertiary qualification or professional certification in Accounting, Business, Economics, or Finance

Salary & Benefits
  • SGD 5,000 – SGD 12,000 per month, commensurate with experience

  • Benefits in accordance with SGSCC policies
