Role Overview

As Director of Operations and Development, you will oversee Saigon Bulk Carriers\' operational integrity and strategic growth. You will also oversee marine operations, spearhead new market expansion, ensure quality and regulatory compliance, manage financial and commercial outcomes, and guide a growing regional team.

Key Responsibilities
1. Operational Leadership & Excellence
  • Manage end-to-end chartering and vessel operations, ensuring optimal deployment across vessel classes (Handysize to Capesize).
  • Coordinate closely with ports, agents, surveyors, customs, and stevedores to streamline cargo handling, loading/discharge, inspections, and vessel readiness.
  • Define and monitor KPIs/SLA metrics for vessel utilization, on-time performance, safety, claims, and client satisfaction.
2. Strategic Business Development
  • Lead development efforts for new trade lanes and cargo types across Southeast Asia, India, Persian Gulf, Europe, and West Coast South America.
  • Negotiate long-term agreements with charterers, cargo owners, ports, and agents.
  • Stay ahead of market dynamics, freight rates, and competitor intelligence to drive profitable growth.
3. Team Leadership & Culture
  • Build and mentor an integrated operations and chartering team, instilling high performance, accountability, and safety standards.
  • Promote a culture of continuous improvement, sharing successful practices across regions.
  • Conduct training in chartering, voyage operations, compliance, and risk management.
4. Quality Assurance & Compliance
  • Ensure operational adherence to maritime regulations, charter party terms, time/voyage charters, and safety procedures.
  • Oversee implementation of quality controls, handling cargoes that may be oversized, heavy-lift, or project-oriented.
  • Lead regular operational audits and corrective action programs.
5. Leadership & Culture
  • Build, lead and develop a high-performing executive team across chartering, operations, finance, HR, legal & compliance.
  • Foster a culture of excellence, integrity, customer-focus and innovation consistent with SBC’s values.
  • Serve as the key external ambassador of SBC: clients, ship owners, brokers, trade partners, industry bodies.
6. Process Optimization & Digital Transformation
  • Optimize standard operating procedures across all business units.
  • Lead digitalization initiatives—fleet performance tools, port and agent platforms, chartering analytics, EDI solutions.
  • Evaluate emerging technologies (like IoT, real-time tracking, analytics platforms) to deliver operational agility.
Qualifications & Competencies

Education & Experience:

  • Bachelor’s degree in Maritime Studies, Logistics, Business, or Engineering.
  • At least 10+ years in bulk shipping operations, chartering, or ship management, with at least 4 years in a senior, regional leadership role.
  • Strong background in voyage/time charters, cargo logistics, and multidisciplinary cargo handling.

Technical & Managerial Competencies:

  • Proficient in charter party interpretations, voyage calculations, demurrage claims, and HSSE compliance.
  • Skilled negotiator with deep market and competitive insight.
  • Excellent leadership, communication, stakeholder management, and team-building capabilities.

Personal Traits:

  • Strategic mindset with analytical problem-solving skills.
  • Fluent in English and Vietnamese. Fluency in other languages is a plus.
  • Able to thrive in multicultural settings and adapt to fast-moving environments.
  • High integrity with a commitment to quality, safety, and commercial success.
