Job description
What the role is:

The Manager will report to the Deputy Director (Corporate Resources & Governance), and work with fellow team members in the development and implementation of HDB’s data management policies, as well as deliver key corporate services to support HDB’s operations. In this role, you will have the opportunity to work with HDB’s IT professionals to develop strategies to govern the management of data in all stages of its lifecycle, to enable responsible use and exploitation of data, and encourage effective data management practices.

What you will be working on:
  • To review and formulate HDB’s data management guidelines that govern the collection, use and disclosure of data, taking reference from the Whole-of-Government data governance framework, prevailing legislation, and policies. This includes advising operations on the application of these guidelines. You are expected to keep up with evolving data governance issues, engage relevant stakeholders to review internal guidelines, and come up with an effective communications plan for any changes.
  • To manage requests for sharing of HDB data with external parties end-to-end, from the assessment of the requests based on data management policies, to coordinating discussions between data requestors and data owners, and overseeing the data transfer. This includes advising operations on HDB data sharing guidelines. You are expected to have a good grasp of HDB’s data landscape, and the ability to negotiate the balance between the needs of data requesters and HDB’s role/responsibility as data owner.
  • To review and formulate HDB guidelines governing the use of public funds for various corporate activities, including the procurement of common goods and services for HDB-wide use. This includes handling queries and advising operations on application of these guidelines. You will require a good understanding of finance and procurement policies, familiarity with Groups’ operating needs, and contract management skills.

  • Possess project management skills, including scoping out the objectives, planning the work, and managing the timely delivery/execution of projects.

  • Candidates with knowledge of Government Instruction Manual and financial/procurement guidelines, experience in handling data management policies, or relevant academic background, would be considered.
  • Successful applicants will be offered a 1‑year contract for a start. Fresh graduates are welcome to apply.
