Job summary

A leading marine consultancy firm in Singapore is looking for an experienced Business Development Manager to drive growth in subsea survey and ROV services across Southeast Asia. The ideal candidate will have 8-10 years' experience in the offshore industry, with strong client relations skills and the ability to develop and execute a regional business strategy. This role requires frequent travel within the region and a proactive approach to business development.

Job description

We are seeking an experienced Business Development Manager to grow our subsea survey, ROV and vessel-support services across Southeast Asia.

This role is ideal for someone with around 8–12 years’ subsea / offshore experience (e.g. survey, ROV, subsea construction, client rep, project engineering) who is now ready to transition from offshore to an onshore commercial role, using their technical background and network to build sustainable business.

Key Responsibilities
1. Business Development & Sales
  • Develop and execute a regional BD strategy for marine survey, ROV and vessel-support services across Malaysia, Brunei, Singapore, Indonesia, Thailand, Vietnam and the wider SEA region.
  • Identify, qualify and pursue opportunities in offshore energy (oil & gas and renewables), telecoms cables, ports, coastal and marine infrastructure.
  • Maintain a strong opportunity pipeline and CRM, from early lead through to award.
  • Prepare and deliver capability presentations, proposals and commercial offers.
  • Drive cross-selling of related services such as geotechnical, geophysical, metocean and environmental studies where relevant.
2. Client & Market Development
  • Build and maintain long-term relationships with operators, EPCs, subsea contractors, survey companies and government agencies in the region.
  • Proactively arrange client visits, technical workshops and participation at industry events / conferences to raise the company’s profile.
  • Act as the primary commercial point of contact for key regional accounts, ensuring high client satisfaction and repeat business.
  • Gather structured feedback from clients and feed this back to operations / technical teams.
3. Tenders, Pricing & Contracts
  • Lead or support the preparation of EOIs, RFQs, ITT responses and formal tenders for survey, ROV and vessel campaigns.
  • Work with operations, project management and finance to shape win strategies, pricing models and commercial qualifications.
  • Support contract reviews and negotiations, highlighting commercial and operational risks and proposing mitigations.
  • Monitor regional day rates, vessel availability, ROV/survey spread pricing and competitor activity to keep offerings competitive.
4. Internal Collaboration & Delivery Support
  • Work closely with survey, ROV, metocean, environmental and HSE teams to ensure that proposals are technically sound and safely deliverable.
  • Provide realistic input on project schedules, vessel/asset availability and crew competence at bid stage.
  • Support handover from bid to execution, ensuring that client expectations are clearly communicated to delivery teams.
  • Contribute to the development of new service offerings, technologies and strategic partnerships in the region.
5. Reporting & Strategy
  • Provide regular BD pipeline, forecast and activity reports to regional management.
  • Track key market trends, project approvals, licensing rounds and offshore construction plans to identify early-stage opportunities.
  • Contribute ideas to the regional growth strategy, including potential alliances, acquisitions or new base locations.
Experience & Background
  • Approximately 8-10 years’ experience in the subsea / offshore industry, ideally including one or more of the following:
  • Offshore marine survey (hydrographic, geophysical, geotechnical, UXO, pipeline / cable route, positioning).
  • ROV operations (inspection, construction support, IRM).
  • Subsea construction / IRM / client representative / project engineering.
  • Prior exposure to client-facing, coordination, tenders or supervision is strongly preferred.
  • Strong understanding of typical offshore spreads: DP vessels, work-class / observation ROVs, survey sensors, positioning systems, metocean equipment, etc.
Skills & Competencies
  • Existing network within the SEA offshore survey / subsea community (operators, EPCs, survey houses, vessel owners) is a strong advantage.
  • Commercially minded with the ability to read ITTs, RFQs, basic contract terms and spot key risks / opportunities.
  • Excellent communication and presentation skills in English; additional regional languages are a plus.
  • Confident, proactive and self-driven, comfortable working independently while collaborating with multi-disciplinary teams.
  • Strong organisational skills, able to manage multiple bids, deadlines and client relationships simultaneously.
  • Other Requirements
  • Based in Malaysia (or willing to relocate), with frequent travel across Southeast Asia.
  • Able to start in December or shortly thereafter.
  • Valid passport and ability to travel regionally at short notice.
  • Strong commitment to QHSE and ethical business practices.
