About the Role

We are seeking an experienced Business Analyst (Data Policy) to support a Singapore Government Agency in developing, implementing, and maintaining robust data governance and data protection policies.

This role involves policy analysis, development of data governance frameworks, regulatory compliance, and cross-agency stakeholder collaboration. You will help drive responsible data usage and ensure alignment with national standards, public sector regulations, and organisational objectives.

Key Responsibilities
1. Data Policy & Standards Development
  • Develop, review, and refine data governance policies, standards, frameworks, and guidelines.
  • Translate Whole-of-Government (WOG) data policies into practical processes for internal adoption.
  • Support policy areas including data access governance, data sharing, consent management, and third-party data management.
2. Governance Advisory & Compliance
  • Provide advisory to internal teams on data protection legislation (e.g., PDPA) and public sector data governance requirements.
  • Assess data governance implications for new programmes, digital initiatives, and data-sharing arrangements.
  • Review agreements, contracts, and MOUs to ensure alignment with confidentiality and data protection obligations.
    3. Stakeholder Engagement
    • Partner with internal departments, government agencies, and external partners on data governance and policy matters.
    • Serve as the primary liaison for data policy queries, submissions, and consultations involving WOG stakeholders.
    • Facilitate discussions and align expectations with stakeholders across multiple functional areas.
    4. Capability Building & Awareness
    • Develop training materials and conduct engagement sessions to enhance data governance awareness across the organisation.
    • Promote best practices in data management and support adoption of enterprise-wide data governance frameworks.
    5. Operational Governance Support
    • Manage, track, and report on data access, data-sharing requests, and related governance workflows.
    • Support continuous improvement of data governance processes and compliance mechanisms.
    Qualifications
    • Bachelor’s degree in Computer Science, Information Management, Engineering, Business Analytics, Law, or a related field.
    Experience
    • Minimum 7 years of experience in one or more of the following areas:
      • Data governance, dat protection, or data management
      • Formulation of data policies, standards, or frameworks
      • Information lifecycle management or records management
      • Conducting risk assessments or business audits
      • Reviewing data protection and confidentiality clauses in agreements
    Key Skills
    • Strong analytical and critical-thinking abilities; able to synthesize complex information.
    • High attention to detail with the ability to understand broader policy and organisational implications.
    • Excellent communication skills, with the ability to explain policy and technical governance concepts clearly.
    • Strong stakeholder management, collaboration, and negotiation skills.
    • Comfortable working in a dynamic and fast-paced environment.
    • Programme or project management skills are an advantage.
    Preferred Skills
    • Professional certifications in data governance, data protection, privacy, analytics, or related areas.
    • Experience with Singapore Government IM8 policies.
    • Experience in data or cybersecurity.
