Job Title: Business Analyst/Consultant – Claims Platform (Health Insurance)

Location: Singapore

About the Role

We are seeking a Business Analyst with strong functional experience in health insurance claims to

support the implementation of our enterprise-grade Claims Platform for a leading insurer in

Singapore. The product is already built and in use across multiple Asian markets, and this role is

focused on tailoring the platform to Singapore’s regulatory and business context, not building from

scratch.

The ideal candidate will bring deep understanding of Singapore’s healthcare and insurance

ecosystem — including Integrated Shield Plans (IPs), MediShield Life, Riders/Top-ups, MOH

compliance, and CPF / MediSave interactions — and will be able to identify and bridge local

requirement gaps confidently and proactively.

Key Responsibilities

  • Collaborate with customer stakeholders to validate and adapt our existing platform to the Singapore health insurance context.
  • Lead requirement workshops and capture detailed functional and non-functional requirements across all stages of claims — from intake and pre-authorization to adjudication and settlement.
  • Map current-state and future-state processes, especially for:
  1. Inpatient and outpatient claims
  2. Death and critical illness claims
  3. Crosswalks between ICD-10, TOSP, and benefit entitlements
  • Analyze gaps between the product’s current capabilities and Singapore-specific needs, and work with product and implementation teams to address them.
  • Ensure accurate handling of Singapore-specific constructs such as shield vs top-up logic, enclaves/exclusions, CPF usage, and MOH guidelines.
  • Translate business requirements into clear user stories or functional specifications.
  • Support user acceptance testing (UAT) and act as a trusted liaison between customer teams and internal stakeholders.

Required Experience & Skills

  • 6+ years of experience in business analysis or consulting in the health insurance domain, specifically around claims processes.
  • Proven experience in claims platform implementation — ideally for life and health insuranceacross APAC.
  • Familiarity with Singapore’s healthcare financing and insurance constructs, including:
  1. Integrated Shield Plans (IPs), Riders, and Top-ups
  2. MOH-mandated claim processes and enclaves
  3. ICD-10 / TOSP code usage and benefit mapping
  4. CPF / MediSave-linked claims processing
  • Strong process documentation and requirement analysis skills.
  • Effective communicator with the ability to manage both business and technical stakeholders.
  • Comfort in working with product teams to extend or localize existing features where needed.

Preferred Qualifications

  • Previous engagement with Singapore-based health insurers or TPA systems.
  • Exposure to digital claims transformation projects or automation-led adjudication.
  • Experience working in Agile/Scrum environments.
  • Bachelor's degree in business, Healthcare Administration, Information Systems, or related field.

Note:

This is not a greenfield development role. We are implementing a mature claims product and require someone who can confidently validate and refine it for Singapore’s unique regulatory and operational landscape.
