A leading social service agency in Singapore is seeking a Project Manager to lead IT and digital transformation initiatives. You will manage end-to-end project delivery, ensuring operational requirements are achieved while engaging cross-functional teams and external vendors. The ideal candidate possesses a Bachelor's degree in IT or related fields and has over 6 years of experience, with strong planning and stakeholder management skills. You will be responsible for the end‑to‑end planning, execution, governance, and successful delivery of IT and digital transformation initiatives. Your role ensures that project objectives, operational requirements, and governance standards are consistently achieved, while fostering alignment across internal departments, external vendors, senior leadership, and key stakeholders. Success in this position requires the ability to bridge business and technology by collaborating effectively with technical teams, translating business needs into actionable solutions, and guiding implementation without requiring deep developer expertise.
Lead end‑to‑end project lifecycle in accordance with Project Management Guidelines.
Prepare and maintain all mandatory artefacts: Project Charter, Business Case, RFP & Vendor Score Sheets, Project Plan & Timeline, Risk & Control registers, Testing documentation, Project Closure File.
Ensure mandatory approval gatesare met with clear documentation for risk, procurement, and senior management reviews.
Engage extensively with benefiting departments (operations, product owners, clinical teams, finance, HR, procurement).
Collect business requirements, validate process flows, and ensure operational alignment.
Manage complex stakeholder networks including senior management and external vendors.
Review vendor proposals, scope, timelines, and resourcing.
Coordinate solution design, development, configuration, testing, and deployment.
Oversee vendor performance and contract adherence.
Provide project leadership to IT team members and cross‑functional project contributors.
Coordinate system design discussions, UAT planning, test scenario reviews, defect resolution and retesting.
Manage go‑live activities, technical cutover, post‑go‑live review and handover to operations.
Track project risks, issues, dependencies, and mitigation strategies.
Ensure auditability and traceability for all project artefacts.
Provide updates on progress, budget, risks, and mitigation.
Ensure compliance with governance, procurement, and finance requirements.
Timely KPI reporting to Grant providers.
Bachelor degree in IT, Computer Science, Engineering, or relevant field.
Min 6 yrs of experience, with at least 3 years in a managerial capacity.
Strong planning, documentation, and project governance capabilities.
Experience managing vendors and system implementation projects (preferred: case management systems, CRM, finance/HR systems).
Strong communication and stakeholder engagement skills.
Able to work under pressure and manage multiple parallel workstreams.
Experience in Government Grant application and KPI reporting.
Experience in Social Service Agencies will be an advantage.
Project management methodologies (Waterfall, Agile hybrid).
Strong understanding of full stack web development concepts (front-end, back-end, databases, APIs) sufficient to collaborate with technical teams and translate requirements, without needing to code at a developer level.
Working knowledge of Salesforce CRM capabilities, workflows, and integration points, with the ability to gather requirements and liaise with developers/administrators rather than perform hands‑on configuration.
Familiarity with process automation using low‑code/no‑code platforms (e.g., Power Automate, n8n, Salesforce Flow), with the ability to design and optimize workflows in collaboration with technical teams.
Strong analytical, problem‑solving, communication skills and decision‑making skills.
Ability to lead cross‑functional teams.
