Job Summary:
  • Support the Superintendent in ensuring the effective, lawful, and smooth operation of the Welfare Home.
  • Uphold residents’ well-being, safety, and development in compliance with statutory requirements.
  • Supervise staff, manage daily operations, and maintain high facility and service standards.
  • Oversee programme delivery, administrative functions, and financial governance in line with the Destitute Persons Act, Welfare Home Regulations, and upcoming Social Residential Homes Act.
Responsibilities:
1. Statutory & Legal Compliance
  • Ensure staff are familiar with all relevant laws and regulations, including:
    Destitute Persons Act, Social Residential Homes Act, Operations Manual, Code of Practice for Welfare Homes.
  • Maintain compliance with MSF guidelines, PDPA regulations, and other statutory requirements.
  • Implement recommendations and follow-up actions from of Visitors.
2. Welfare Home Operations
  • Supervise daily care, safety, and well-being of residents.
  • Ensure cleanliness and maintenance of all facilities (dormitories, toilets, kitchens, common areas).
  • Oversee meal preparation and service in accordance with Food Safety and Hygiene Guidelines.
  • Conduct regular facility rounds to monitor standards and resident welfare.
  • Prepare duty rosters and assign staff responsibilities.
  • Plan and supervise diversionary programmes and external work opportunities for residents.
3. Administration & Records
  • Ensure proper upkeep of all statutory and operational records, including:
    Admission Register, Resident’s Property Book, Home Journal, Petty Cash, Financial Accounts, Work/Earnings Records, and Visitor/Board of Visitors Books.
  • Prepare budgets, financial statements, and operational reports as required.
4. Personnel Management
  • Supervise, guide, and appraise staff performance.
  • Conduct staff training, development, and competency‑building programmes.
  • Promote teamwork and maintain high service standards among staff.
5. Financial Governance
  • Oversee financial operations in accordance with internal policies and service standards.
  • Monitor budget utilisation, expenditures, and cash flow.
  • Ensure transparent and accountable financial management practices.
6. Additional Duties & Organisational Responsibilities
  • Serve as the Environmental (ECC) for the Home.
  • Plan and implement Business Continuity Management (BCM) initiatives.
  • Coordinate and manage volunteer activities and engagement.
  • Assist the Superintendent and Welfare Homes Management Committee in developing work plans, policies, and SOPs.
  • Perform other duties as assigned by the Superintendent or CEO.
Requirements:
  • Degree in Social Work, Psychology, or a related discipline; relevant experience in the social service sector will be considered.
  • Minimum of 1 year of supervisory or leadership experience in a related field.
  • Strong verbal, written, and interpersonal communication skills.
  • Proficient in administrative and financial management tasks, with good working knowledge of Microsoft Office applications.
  • Proven ability to organise, supervise, and motivate staff effectively.
