Job summary

A construction firm in Singapore is seeking a Quantity Surveyor to manage contract administration and commercial performance across multiple projects. Job description
Key Responsibilities
  • Contract and Commercial Management
    • Assist in managing the full spectrum of pre- and post-contract QS functions.
    • Review, prepare, and validate variation claims, EOT submissions, and contractual correspondences.
    • Monitor project budgets, cost reports, cash flows, and commercial performance.
    • Review subcontractor claims, progress payments, and VOs to ensure accuracy and contractual compliance.
    • Provide commercial advice to project teams on entitlements, obligations, and risks.
  • Claims, Disputes and Delay Management
    • Oversee the preparation and submission of main contract claims including delays/disruptions and loss & expense.
    • Ensure proper records, evidence, and supporting documentation are maintained for all claims.
    • Assist in negotiation and resolution of commercial disputes.
    • Continuously monitor project delays and risk areas to protect the company’s commercial position.
  • Project Monitoring and Compliance
    • Closely monitor multiple ongoing projects to ensure commercial and contractual matters are handled in an accurate and timely manner.
    • Ensure that project teams adhere to required documentation standards, approval processes, and reporting protocols.
    • Identify gaps, inconsistencies, or non-compliance in commercial administration and escalate or rectify early.
    • Conduct periodic reviews on sites to ensure alignment with the company’s commercial requirements.
  • Process Improvement and Best Practices
    • Support the rollout and implementation of enhanced QS procedures, templates, and commercial workflows.
    • Ensure improved practices are consistently applied across projects and maintained throughout the project lifecycle.
    • Promote a culture of proper documentation, commercial discipline, and accuracy.
    • Assist Contracts Manager in providing guidance and support to QS to uplift standards and improve overall competency.
  • Stakeholder Collaboration
    • Liaise with clients, consultants, subcontractors, and internal teams on contractual and commercial matters, as required.
    • Provide support to the Contracts Manager on commercial analyses, reporting, and preparation of summaries or dashboards.
    • Assist in assessing project risks, opportunities, and commercial performance when needed.
  • Team Support & Role Coverage
    • Provide support to project QS when additional assistance is required.
    • Stand in to cover QS responsibilities to ensure continuity of commercial administration, particularly during manpower gaps or transitional periods.
    • Ensure project deliverables, documentation, and commercial processes remain consistent and properly managed during such coverage.
Requirements
  • Degree in Quantity Surveying, Building, Mechanical Engineering, Electrical Engineering, Civil Engineering, or a related discipline.
  • Minimum 7 years of relevant experience in the Singapore construction industry, with strong exposure to multi-discipline projects.
  • Strong and practical understanding of PSSCOC contract administration (experience with REDAS, SIA or FIDIC is an advantage).
  • Proven experience in managing claims, variations, EOT submissions, delays, and dispute matters.
  • Highly meticulous, with strong attention to detail and accuracy in documentation and commercial reporting.
  • Strong analytical, organizational, and communication skills, with the ability to manage multiple projects concurrently.
  • Proactive, detail-oriented, and able to maintain high standards of commercial governance. Ability to support the implementation of improved processes and drive consistent application of best practices across project teams.
