Job Description

The Central Procurement Office of the National University of Singapore seeks a highly skilled and dedicated Assistant Manager/Manager (Procurement) to join the Business Partnering & IT Procurement team. This pivotal role demands a proactive professional adept at fostering strong collaboration among internal departments and external vendors to execute comprehensive procurement strategies. The successful candidate will ensure efficient procurement processes align with the University's dynamic needs and compliance standards.

Key Duties and Responsibilities :

  • Develop effective communication channels between university departments and the procurement office to facilitate seamless collaboration and address procurement needs promptly.
  • Conduct detailed procurement planning with various university departments to anticipate resource requirements and optimize budget allocation.
  • Prepare and present comprehensive procurement performance reports and spend analyses to inform management decisions and identify cost‑saving opportunities.
  • Design and deliver targeted training programs and procurement clinics tailored to university staff, enhancing understanding of procurement policies, procedures, and best practices.
  • Strategize and implement category‑specific procurement plans focused on IT and general goods, aimed at optimizing cost‑effectiveness, quality, and supplier performance.
  • Identify and leverage consolidation opportunities within procurement categories to increase efficiency and value through strategic buys.
  • Establish and nurture a robust supplier network, manage contracts, and ensure supplier compliance with university standards and contractual obligations.
  • Serve as a primary resource for end‑to‑end guidance on procurement policies, procedural adherence, and efficient usage of procurement systems for users across university departments.
  • Manage the sourcing process for General Goods and Services (GGS) categories, oversee quotation requests, tender administrations, and thorough evaluations to guarantee transparency and fairness.
  • Lead bid evaluations and negotiation efforts with vendors to secure optimal value for money, prepare detailed recommendation reports and facilitate bid approvals in coordination with stakeholders.
  • Execute procurement transactions promptly through NUS’ procurement system, oversee publication, bid management, purchase order generation, and goods receipt verification to meet agreed service levels.
  • Act as the liaison between users and specialized departments, including Legal and Finance, to resolve procurement‑related queries and ensure compliance across functions.
  • Continuously review and propose process improvements to streamline procurement workflows, enhance efficiencies, and contribute to the overall effectiveness of the Department.
  • Carry out additional duties as assigned by the Department or University leadership to support broader institutional objectives.
