Job summary

NTU Singapore is seeking an Assistant Manager (Grants Management) to assist in the full lifecycle of grant programmes, ensuring governance, strategic alignment, and impactful outcomes.

You will co-lead design and implementation of funding frameworks, engage diverse stakeholders across academia, industry, and government, and oversee evaluation processes to ensure alignment with national cybersecurity objectives.

Qualifications

  • Degree in relevant field (e.g., business management, project management, cybersecurity, engineering, computer science, public policy).
  • At least 3 years of grant management, research administration, project or programme management experience.
  • Good understanding of research and innovation ecosystems, preferably cybersecurity or deep technology domains.

Responsibilities

  • Assist Team Lead in grant strategy & programme design.
  • Co-Lead the design and implementation of grant programmes, including funding frameworks, thematic priorities, and evaluation approaches.
  • Governance & Policy Development: enforce and maintain policies, procedures, and controls for transparent grant administration.

Job description

The CyberSG R&D Programme Office (CRPO) is a new national centre at Nanyang Technological University, Singapore. CRPO will focus its efforts on three main thrusts to advance cybersecurity comprehensively: cutting-edge research and development, advancements in technology and translational development, and fostering ecosystem/industry growth and training. CRPO aspires to propel Singapore to the forefront of cybersecurity innovation and implementation, fueled by funding from the Cybersecurity Agency of Singapore (CSA). This financial backing empowers CRPO to finance visionary projects proposed by diverse entities, including research institutes (RIs), institutions of higher learning (IHLs), and industries. The scope of these initiatives spans the entire Technology Readiness Level (TRL) spectrum, from nascent concepts at TRL 1 to advanced, field-tested solutions at TRL 9, all within the dynamic realm of cybersecurity. As Assistant Manager (Grants Management), you will assist Team Lead to oversee the full lifecycle of grant programmes, ensuring robust governance, strategic alignment, and impactful outcomes.

Key Responsibilities
  • Assist Team lead in grant strategy & programme design
  • Co-Lead the design and implementation of grant programmes, including funding frameworks, thematic priorities, and evaluation approaches aligned with national cybersecurity objectives.
  • Governance & Policy Development Enforce and maintain strong policies, procedures, and controls to ensure transparency, compliance, and accountability in grant administration.
  • Evaluation & Funding Decisions Assist Team lead to oversee proposal evaluation processes, working with expert panels to ensure fair, rigorous, and strategic selection of projects with strong innovation and translation potential.
  • Stakeholder Engagement Build and manage partnerships across universities, research institutes, industry, and government agencies to drive collaboration and alignment.
  • Financial Stewardship Manage grant budgets and funding allocation, ensuring effective utilisation of resources and adherence to financial and audit requirements.
  • Project Monitoring & Impact Delivery Oversee project performance, ensuring milestones, deliverables, and outcomes are achieved, with a focus on real-world cybersecurity impact.
  • Programme Improvement Continuously enhance grant frameworks and processes through data-driven insights, stakeholder feedback, and benchmarking against global best practices.
  • Leadership & Team Development Lead and develop a multidisciplinary team, fostering a high-performance culture and strong collaboration across functions.
Job Requirements
  • At least a degree in a relevant field (e.g., business management, project management, cybersecurity, engineering, computer science, public policy, or related disciplines)
  • At least 3 years of relevant experience in grant management, research administration, project or programme management
  • Good understanding of research and innovation ecosystems, preferably in cybersecurity or deep technology domains
  • Proven experience in designing and managing funding programmes or large-scale initiatives
  • Good stakeholder management skills, with experience engaging across academia, industry, and government
  • Demonstrated experience in complex projects
  • Prior experience in coordination of internal review, approval, and submission processes
  • Good analytical, strategic thinking, and decision-making capabilities
Good-to-Have
  • Experience in public sector or national-level R&D programmes
  • Familiarity with research translation, commercialisation, or innovation ecosystems
  • Knowledge of financial governance, audit processes, and compliance frameworks
  • Established network within the cybersecurity or technology community
