Job summary

A leading HR consultancy in Singapore is seeking an experienced HR Manager to oversee manpower planning and engage with foreign workers in the construction industry. The ideal candidate will have a degree in Human Resources and a minimum of 5 years of HR experience, including supervisory roles. Strong compliance knowledge and experience managing worker welfare are essential for success in this position.

Responsibilities

Coordinate with site managers to plan manpower needs for workers and skilled labour.

Monitor attendance, shifts, and deployment across different sites.

Liaise with labour contractors and recruitment agencies for worker sourcing and hiring.

Act as the first point of contact for worker grievances and welfare concerns.

Conduct site and dormitory visits to engage with workers, supervisors, and coordinators.

Lead onboarding and induction sessions covering safety, policies, and dormitory rules.

Ensure compliance with MOM regulations, work pass requirements, and company policies.

Maintain accurate manpower records, deployment logs, and HR documentation.

Support mass recruitment and manpower planning for ongoing and upcoming projects.

Initiate and support worker welfare, engagement, and retention programs.

Qualifications

Degree in Human Resources, Business Administration, or related field.

Minimum 5 years’ HR experience, including at least 2 years in a supervisory role.

Experience managing foreign workers in the construction industry.

Strong knowledge of MOM regulations, work pass processes, and compliance requirements.
