Job summary

A community organization in Singapore is seeking a Payroll Specialist to ensure timely and accurate payroll processing and provide HR support. The ideal candidate will have a diploma or bachelor's degree in HRM and at least 2 years of relevant experience. Responsibilities include processing payroll, supporting payroll-related queries, and preparing necessary reports. Strong knowledge in payroll processing and employment laws is essential.   • Ensure timely and accurate end-to-end monthly payroll processing.
  • Provide support to line managers and employees on payroll-related matters.
  • Process mid-year and year-end payments such as AWS and bonuses upon approval.
  • Prepare payroll-related reports as required.
  • Support HRMS roadmap initiatives, including user acceptance testing.
  • Prepare HR reports and support ad-hoc projects assigned by management.

Job description
Key Responsibilities
1. Monthly Payroll Processing

Ensure timely and accurate end-to-end monthly payroll processing, including but not limited to:

  • Updating employees’ personal details, salary adjustments, and changes in employment terms into the HR Management System.
  • Processing claims reimbursements (medical, transport, union membership fee subsidies, etc).
  • Computing and processing overtime payments for eligible employees.
  • Calculating salary deductions for absenteeism, No Pay Leave and salary recovery where necessary.
  • Processing final salary payments for resigning employees.
  • Managing foreign employees’ tax clearance (including e-submission of IR21) and final salary computation.
  • Coordinating with Finance Division for off-cycle salary payments where necessary.
  • Following up with line managers on recovery of salary overpayments.
  • Submitting claims for government-paid leaves (e.g, maternity leave, childcare leave, NS Pay, etc).
  • Maintaining and filing of payroll documents for audit and review.
  • Preparing and issuing annual increment and bonus letters through HRMS.
2. Payroll Support & Advisory
  • Provide support to line managers and employees on payroll-related matters, ensuring timely resolution of queries.
3. Mid-Year / Year-End Bonus Processing
  • Process mid-year and year-end payments such as AWS and bonuses upon approval.
4. HR Reporting
  • Prepare payroll-related reports as required.
5. HRMS Project Support
  • Support HRMS roadmap initiatives, including UAT (user acceptance testing).
6. Other Duties
  • Prepare HR reports and support ad-hoc projects assigned by the management.
Job Holder Requirements
  • Qualification: Diploma or Bachelor Degree in HRM or equivalent
  • Experience: Minimum of 2 years of relevant experience in similar role.
Other Knowledge & Skills and Attributes
  • Strong knowledge in payroll processing.
  • Good knowledge of employment laws and prevailing HR practices.
  • Good communication and interpersonal skills.
  • Resourceful, well-organized and meticulous with attention to details.
  • Ability to work independently and in teams.
  • Ability to handle large volume of work with good time management skills.
