Health Promotion Board is seeking a seasoned procurement leader to join its strategic procurement team in Singapore. You will drive sourcing strategy for assigned categories, ensure uninterrupted essential services, and refine stakeholder requirements to maximize HPB’s purchasing power.
The role requires re-branding procurement as value-driven, performing market sourcing, influencing stakeholders, and integrating data analytics to shape effective sourcing strategies and ROI.
The Procurement function reports to the CEO. You will be part of a strategic team to provide direction for (i) sourcing strategy, (ii) policy and governance, (iii) category spend management, (iv) contract and supplier management, (v) cross-functional stakeholders’ collaboration and (vii) procurement operations; using high degree of analytical thinking, influencing and judgement skills.
You will be responsible in (a) leading sourcing strategy for the assigned spend categories, (b) ensuring no disruption on the essential services and critical supplies, (c) optimizing the procurement needs (requirement specifications) of stakeholders while leveraging on HPB’s overall purchasing power. A significant portion of HPB’s spending will be impacted through these strategic sourcing initiatives and stakeholder partnership, leading to savings & efficiencies for the Board.
The role requires the candidate to demonstrate the ability to a) re-market the procurement brand from a transactional focus to one that creates value and delivers results, b) perform market sourcing and pro-actively engage & influence the stakeholders to achieve better sourcing decisions and c) integrate data analytics with business needs to formulate effective sourcing strategies and maximize the return on investment.
Other responsibilities include a) business partnering in providing succinct and consistent advices to users to navigate the procurement life-cycle for different procurement approaches, b) leveraging on supplier relationship to gather market leading indicators, new innovations and other important industry insights, c) analysing the critical contract failure points, identifying key risk indicators and strengthening the risk mitigation plan and d) screening procurement award recommendation prior to seeking approval.
Successful candidates will be offered a 2-year contract in the first instance.
