Responsibilities

  • Governance Advisory and Compliance — lead the FGO in providing oversight and advisory support to CO staff and GROs on financial, procurement, and governance matters to ensure compliance.
  • Financial Management and Reporting — oversee financial controls and accounts, ensure accuracy and timeliness, and drive improvements through data analytics.
  • Procurement and Revenue Oversight — oversee procurement and revenue activities to ensure value for money and regulatory compliance.
  • Charity Governance and Grants Management — oversee charity governance, fundraising and grants management to ensure regulatory compliance.
  • Audit and Risk Management — coordinate audits and address findings to promote a culture of compliance and risk management.
  • Training and Capability Development — build governance capability through training and advisory support in collaboration with NACLI and Grassroots Services Division.
  • Subject Matter Specialisation — develop deep expertise in one core functional area and provide guidance within the team.

Job description

What the role is

The Assistant Director (Field Governance) leads the Field Governance Office (FGO) within the GCD Office, serving as the subject matter specialist across one or more functional domains — Finance, Procurement, Revenue, Grants Management, or Charity Governance. You will translate headquarters policies into practical guidance for constituency offices, strengthen compliance standards across Grassroots Organisation (GRO) operations, and partner with the Grassroots Services Division to build governance capability at the ground level.

What you will be working on
  • Governance Advisory and Compliance — Lead the FGO in providing oversight, guidance, and advisory support to Constituency Office (CO) staff and GROs on financial, procurement, and governance matters to ensure compliance with applicable rules, regulations, and standard operating procedures.
  • Financial Management and Reporting — Oversee the financial controls and accounts of GROs, ensuring accuracy, timeliness, and compliance with reporting requirements; identify process weaknesses and drive improvements through data analytics and digital solutions.
  • Procurement and Revenue Oversight — Oversee procurement and revenue-earning activities across the GRC to ensure value for money, regulatory compliance, and sound governance; surface control weaknesses through data analytics and contribute to the continuous improvement of procurement practices.
  • Charity Governance and Grants Management — Oversee charity governance, fundraising, and grants management activities to ensure compliance with regulatory requirements; review key submissions and disbursement processes; and work with the Grassroots Services Division to strengthen related policies and practices.
  • Audit and Risk Management — Coordinate audit activities, oversee the management of audit findings, and ensure CO staff are prepared and equipped to meet audit requirements; conduct regular checks to promote a culture of compliance and sound risk management.
  • Training and Capability Development — Build governance capability across CO staff and Grassroots Leaders (GRLs) through training workshops, advisory support, and knowledge-sharing initiatives, in collaboration with NACLI and the Grassroots Services Division.
  • Subject Matter Specialisation — Develop and maintain deep expertise in one core functional area — Finance Operations, Procurement, Charity and Grants, or Revenue Management — to serve as the designated subject matter specialist within the CDD, providing specialised guidance to fellow FGO leads and contributing to policy development within the area of specialisation.
What we are looking for
  • Experience: At least five years of working experience in a management role, with a track record of overseeing governance, financial management, procurement, or audit functions
  • Skills (Must-have): Sound knowledge of financial governance, procurement regulations, and grants management; strong analytical skills with the ability to identify control weaknesses and drive improvements; ability to translate policy requirements into clear, practical operational guidance; meticulous with strong attention to detail; and effective interpersonal and stakeholder engagement skills
  • Skills (Good to have): Familiarity with digital tools such as RPA or data analytics platforms; experience in field operations or community development environment; and prior exposure to charity governance or GRO financial management
