As the Assistant/Deputy Director of Home Ownership & Livelihood, you will lead the strategic and operational implementation and integration of SCC’s KeyStart Programme, Livelihood Programme, and Fresh Start Support Programme. This is a pivotal senior leadership role that combines strategy and execution – setting direction, ensuring programme excellence, and building cohesive systems that empower families in public rental housing to achieve financial stability and home ownership. You will oversee a diverse team, drive innovation through data and partnerships, and represent SCC in sector-level collaborations to advance social mobility in Singapore.
This role demands a leader who balances visionary thinking with operational discipline – someone who can chart long-term impact while ensuring programmes run efficiently and deliver measurable outcomes every day.
Key Responsibilities:
1. Strategic Leadership and Programme Integration
- Lead the strategic direction, planning, and execution of the Home Ownership and Livelihood Verticals, ensuring alignment with SCC’s mission of poverty transformation and integration across different programmes within the internal and external ecosystems
- Contribute to the Senior Leadership Team’s strategic deliberations and drive the organisation’s participation in sector transformation efforts
2. Programme Development, Implementation, and Optimisation
- Oversee the planning and management of Home Ownership & Livelihood programme operations, ensuring that each programme’s service model is efficient and evidence based, and champion continuous improvement in programme design, implementation, and cost-effectiveness
3. Practice Leadership
- Uphold high standards of practice and service delivery across both Home Ownership and Livelihood departments, by providing supervision and strategic oversight to ensure families receive holistic, family-centred, and requisite support to achieve poverty transformation
- Guide complex or high-stakes case deliberations, ensuring sound professional judgment and alignment with SCC’s frameworks
4. Team Leadership, Supervision, and Development
- Lead, mentor, and develop a team of programme staff and practitioners and work with HR to plan talent pipelines, manage performance, and design capacity-building roadmaps for staff across the teams with a strong emphasis on professional development and succession planning
5. Partnerships, Stakeholder Engagement, and Advocacy
- Build and sustain strategic partnerships with government agencies, community organisations, funders, employers, and sector stakeholders; and represent SCC externally where required
- Strengthen multi‑agency collaboration models to address complex and intersectional family needs
6. Research, Evaluation, and Knowledge Development
- Partner with the Research, Evaluation and Development (RED) team to design, implement, and refine a monitoring and evaluation framework for programmes under Home Ownership and Livelihood and translate evidence and feedback into actionable improvements
7. Reporting, Documentation, and Compliance
- Oversee reporting and documentation across all programmes for submission to management, funders, and the Board whilst ensuring compliance with funding and audit requirements
8. Budget, Financial, and Resource Management
- Oversee the vertical's budgets, ensuring responsible and optimal cost‑efficient resource utilisation to deliver maximum impact with sustainability; and work closely with Finance to track expenditure, analyse variances, and ensure fiscal accountability
- Identify, develop, and secure funding streams – including proposals, institutional grants, and donor partnerships
9. Risk Management and Governance
- Identify potential operational, reputational, or financial risks across programmes and ensure compliance with legal, ethical, and practice standards, implementing preventive and/or remedial measures as required
Qualifications and Experience:
- Degree in a relevant discipline
- At least 8 years of professional experience, including minimum 3 years in leadership roles within social service, community development, housing or livelihood sectors
- Experience in programme management, strategic planning, and cross‑sector collaboration
- Demonstrated ability to lead teams, manage budgets, and oversee service operations
- Understanding of Singapore’s social housing, employment, and social mobility landscape
