We are seeking an experienced Application Project Manager to lead end-to-end delivery of turnkey ICT and application development projects. The ideal candidate will have a strong background in project governance, SDLC/Agile delivery, vendor and stakeholder management.
Job Responsibilities
Project Management & Delivery
- Lead full project life cycle from initiation, requirements gathering, design, development, testing, deployment, and post-launch support.
- Develop detailed project plans, schedules, milestones, and resource plans.
- Ensure timely delivery of project scope within approved budget and quality standards.
- Track, manage, and mitigate risks, issues, and dependencies.
- Prepare, review, and execute Statements of Work (SOW).
Stakeholder & Vendor Management
- Serve as primary point of contact for government agencies, internal teams, and external vendors.
- Conduct requirement workshops, prepare documentation, and align expectations with stakeholders.
- Manage third-party vendors, negotiate deliverables, and monitor compliance with contractual obligations.
Compliance & Governance
- Ensure project adherence to policies, including IM8, PDPA, cloud/security guidelines, and procurement processes.
- Support tender preparation, evaluation, and technical submissions for government turnkey projects.
- Manage audits, security reviews, and compliance documentation.
Technical & Solution Oversight
- Work closely with solution architects, developers, and infrastructure teams to validate technical feasibility and ensure alignment with standards.
- Understand application architecture, system integration, and API/interface requirements.
- Validate functional/non-functional requirements, UAT plans, and quality assurance processes.
Budget & Reporting
- Prepare and manage project budgets, cost estimates, and financial forecasts.
- Provide regular project status updates, dashboards, and management reports.
- Escalate critical issues and propose mitigation strategies promptly.
Job Requirements
- Minimum Bachelor’s degree in Computer Science, Information Systems, or related discipline.
- At least 5 years of project management experience, with at least 3 years delivering Singapore government projects.
- Experience managing Agile and/or Waterfall application development projects.
- Proven track record of managing vendors, budgets, and multiple concurrent projects.
- PMP, CITPM, PRINCE2, Scrum Master or equivalent certifications.
- Strong analytical, communication, and leadership skills.
- Ability to work in fast-paced, multi-stakeholder environments with strict compliance requirements.
