Job description

Your mission

Role Overview

  • Job Title Regional Advocacy Advisor
  • Location Asia Pacific
Job Family and Level Professional Family, P3
  • Office: Singapore
  • Reports To: Regional Director - Singapore
  • Direct Reports: None
  • Regional CoveragePrimary: Asia Pacific
    Secondary: Middle East

Language: English, Arabic

Role purpose

HELP Logistics turns evidence into action by working with governments, donors, and relevant agencies. Envision, a core pillar of HELP Logistics, leads a Thought Leadership cycle that brings senior humanitarian and supply chain leaders together to act on this evidence.

Your role is to deliver this cycle across one or more regions and connect regional and global efforts. You bring regional project findings and Regional Director insights to the global stage, then work with the HELP team to turn resulting positions into tangible institutional change. Between workshops, you sustain these relationships.

HELP works as a neutral knowledge broker rather than an implementer or a service provider. That standing is why senior people accept our invitations, and protecting it is part of the role.

If you have run a workshop series, a conference program, or a policy secretariat, and you were responsible for both the relationships and the delivery, this is that job.

What you'll do

Regional community and relationships

  • Author the regional advocacy and engagement plan within the Envision annual planning process. Your Regional Director approves it and you deliver it.
  • Maintain and strengthen relationships with the senior stakeholders, policy figures, and sector leaders in your regions.
  • Keep those relationships active between workshop cycles through dialogues, roundtables, publications, and direct contact.
  • Develop and maintain the regional advocacy, policy, and stakeholder landscape analysis.
  • Own the regional stakeholder map, the named contacts, and the relationship record, and keep them current.

Convening and events

  • Design and run the regional convenings in the cycle — workshops, roundtables, consultations, and stakeholder dialogues — partnering with your Regional Director to shape the panel and the guest list, based on your recommendations.
  • Run each convening to the methodology Kühne Logistics University maintains under CHORD, the Center for Humanitarian Operations and Regional Development.
  • Produce the agendas, briefing packs, talking points, and follow-up material.
  • Brief HELP speakers and regional leadership before external engagements.

Turning research into actions

  • Get Thought Leadership outputs into the hands of the people who act on them, in the formats they use
  • Write the regional launch material, opinion articles, and briefings that take a position to its audience, meeting HELP's communications standard.
  • Plan and run the regional launch of Envision publications, including reaching out directly to the people who need to see them.
  • Route regional project and technical work into the Thought Leadership cycle.

Opportunity and influence

  • Spot the forums, networks, newsletters, and think tank platforms in your region where HELP should be part of and recommend them into the annual plan. Much of this role is about entering conversations that already exist, alongside the events your run yourself.
  • Keep an eye on regional policy shifts, donor priorities, and emerging debates, and flag the openings HELP should act on.
  • Spot promising opportunities within your network and pass them to your Regional Director, who leads the outreach.
  • You won't carry a pipeline or a funding target — this is about building relationships and opening doors, not closing deals.
  • Your contribution to community opportunities is recognized, including where another pillar delivers the work.
  • Share what you're hearing on the ground with the global Thought Leadership team.

Decision rights

You decide:

the design and format of your regional convenings; how you sequence and pursue the engagements your approved plan names; the audience for regional dissemination; and how your written material is framed, provided it keeps the position's message unchanged and meets the communications standard.

Your Regional Director decides:

the final priority among the institutions, donors, governments, and partners the region pursues, on your recommendation; panel composition at your convenings; who is invited into the room; and all spend as budget holder under the HELP Delegation of Authority.

You escalation:

any commitment made in HELP's name; a mid-year change to the regional plan; anything binding on a partner; any opportunity needing HELP resource beyond your own time; and any material the annual plan did not name. Media approaches go to HELP's global media and communications function.

Where this post sits in Envision

Envision is one system, not five regional ones. Insight, HELP's Thought Leadership function, owns the evidence base, the global positions and messages, the cycle, and the choice of which forums the cycle's work should reach. Outreach, HELP's global communications function, owns the brand, the communications standard, the placement model, and the choice of outlet. This post is the regional handover between the two, and carries both into the relationships, convenings, and opportunities of its region. Your Regional Director sets regional priorities, manages the post, and holds the budget.

You have one line manager, your Regional Director. What Insight and Outreach need from you is agreed through the Envision annual plan, and it creates no second reporting line. You will work with the Thought Leadership team, the media and communications function, and the Advisors in the other regions as peers.

How success is measured

  • Whether named stakeholders moved on your regional map, reviewed twice a year with your Regional Director.
  • The invitations HELP receives into forums, panels, consultations, and government processes in your region, read as evidence of standing rather than counted.
  • HELP positions that other people repeat in their own material.
  • Opportunities your Regional Director confirms as pursued.
  • Community members who return for a second cycle.
  • Placements and stakeholder responses traceable to your outreach, once we have a system that records them.

We do not measure volume of content, number of events, or channel engagement figures.

Your profile

What you'll bring

Required

  • Bachelor's degree in international development, public policy, international relations, communications, or a related field.
  • Three to five years in stakeholder engagement, advocacy, policy, partnerships, or external relations, in an NGO, humanitarian, development, research, or international organization.
  • Published or placed work that reached an audience beyond your own organization, such as a newsletter, a sector publication, a policy journal, or an external platform.
  • Experience convening senior external audiences, such as a workshop series, a conference program, or a policy secretariat, where you were responsible for both the relationships and the delivery.
  • Credibility with senior stakeholders, evidenced by relationships you built yourself.
  • Strong writing and editing, including turning technical or research content into material a decision-maker will read.
  • The ability to work independently while contributing to a cross-regional team and a shared organizational framework.
  • Experience working across cultures and disciplines, and across time zones.
  • English is a must

Preferred

  • Master's degree in a related field.
  • An existing network in the humanitarian or development sector in your region.
  • Experience in policy advocacy, research dissemination, or think tank work.
  • Experience in supply chain, logistics, or humanitarian operations.
  • Arabic is a bonus.
  • Additional regional languages will be a bonus.

You share HELP's values of collaboration, curiosity, integrity, and resilience.

Working arrangements

You will be based in your regional office and travel regularly within both regions you cover, including to the convenings you run. Travel concentrates around the workshop cycle.

The role works for a global function from a regional base, so some working hours will fall outside your local day. A defined share of your time, set in your contract, is committed to the Envision annual plan. The rest flexes with your region, and your Regional Director manages your week.

Your first year includes a Thought Leadership workshop hosted in your primary region.
