Adexen ismandated by a leading international Civil Construction Group to recruit a Regional General Manager fora new subsidiary dedicated tolarge-scale infrastructure and building projects in Saudi Arabia.

We are looking for an experienced General Manager to serve as the strategic and operational leader of this new entity. This role goes far beyond traditional project delivery: it requires entrepreneurial drive to establish the subsidiary, deep technical expertise to ensure world-class execution, and strong leadership to build a high-performing local team from the ground up.

The General Manager will be the face of the company in Saudi Arabia, responsible for market positioning, project acquisition, tendering and contract negotiation, technical oversight, and execution excellence. This is a unique opportunity for a senior executive to shape the future of a new venture within a respected international group.

• Lead the set-up of the Saudi subsidiary, including strategy, structure, processes, and teams.
• Develop market intelligence and entry strategies to position the company competitively.
• Identify, pursue, and secure new business opportunities across infrastructure and building sectors.
• Build trusted relationships with government authorities, clients, consultants, and strategic partners.

• Provide technical leadership across engineering, procurement, and construction activities.
• Ensure all projects are executed on time, within budget, and to international quality and HSE standards.
• Oversee tender preparation, cost estimation, and contract negotiations with clients and subcontractors.
• Monitor project progress, risks, and mitigation measures, reporting regularly to executive management.

• Recruit, develop, and retain top talent across technical and managerial functions.
• Establish a culture of performance, accountability, and continuous improvement.
• Ensure compliance with local regulations, industry standards, and company policies.
• Align technical delivery with commercial objectives in close collaboration with regional leadership.

• Represent the company at senior levels, including with clients, authorities, and industry associations.
• Act as the primary spokesperson for the Saudi subsidiary, positioning it as a trusted partner in the market.
• Develop long-term client relationships that secure repeat business and partnerships.

Education:

• Master’s degree in Civil Engineering, Construction Management, or related discipline.
• Professional Certifications: PMP or equivalent highly desirable; membership in international professional engineering associations preferred.

Experience:

• Minimum 15 years in large-scale infrastructure and building projects, including at least 4 years in a senior leadership role within an international or top-tier regional construction group, and minimum 5 years of professional experience in Saudi Arabia.
• Proven track record in leading large-scale infrastructure and building projects.
• Strong technical expertise in EPC processes with demonstrated success in project delivery.
• Entrepreneurial mindset with ability to set up and grow a business in a new market.
• Strong negotiation skills with experience in client and subcontractor management.
• Excellent leadership and stakeholder management capabilities.
• Financial acumen with ability to manage budgets and optimize resources.
• Multicultural adaptability and understanding of the Middle Eastern business environment.
• Fluent in Arabic and English (both written and spoken). Knowledge of German is considered a strong advantage.
