Mission

The VIE Bidding & Staffing Engineer will support our fast-growing, multi-disciplinary engineering organization of over 80 professionals — urban planners, designers, architects, environmental specialists, project managers, and subject matter experts — dedicated to delivering world‑class engineering consultancy services across the Middle East, with a focus on Saudi Arabia’s most ambitious projects.

As we continue building a high‑performing organization of experts for our departments (Urban Planning, Design, Environmental, PMC), we’re seeking a Bid & Staffing Engineer to play a key role in mainly two areas :

1. Support for tenders development — contributing to develop bids and proposal activities that drive business growth, including sourcing for tender staff requirements.

2. Recruitment and staffing for mobilization — ensuring the right experts are identified, evaluated, and ready for smooth deployment on awarded projects to meet both project and client needs.

This role bridges business development with project delivery, helping the company scale efficiently while maintaining a high standard of technical expertise and operational excellence.

Key Responsibilities
  • Support in Building Proposals & answer Pre‑qualifications : Prepare and review proposal packages including technical and administrative documents. Draft responses for RFPs, RFQs, and pre‑qualification questionnaires
  • Support vendor registration processes across multiple procurement platforms (e.g., SAP Ariba, Oracle) — including preparing responses, updating documentation, and monitoring registration status.
  • Support bids follow‑up activities across procurement platforms — handling client requests, submitting required information and updated offers, and ensuring timely, accurate responses to maintain compliance and visibility
  • Reporting & Tracking : Follow‑up and track bids progress with stakeholders
  • Manage the staffing process across all phases — sourcing for tenders and recruitment for mobilization
  • Monitor staffing needs for upcoming and ongoing projects in coordination with project managers and department heads
  • Develop and update job descriptions, ensuring alignment with project scopes and client requirements
  • Post job ads on professional platforms and company channels to attract qualified candidates
  • Screen resumes and conduct initial interviews, or coordinate assessments with technical leads
  • Present well‑qualified candidates to department heads with concise, insightful summaries
  • Maintain and update the staffing tracker and ensure the CV database is accurate and updated
  • Manage the full recruitment cycle — screening, interviewing, feedback collection, offer negotiation, and onboarding
  • Build and maintain a talent pipeline for upcoming bids and future project needs
  • Collaborate closely with the HR and functional departments to ensure timely mobilization and compliance with client or project requirements
Profile

Engineering background (with a minimum of 2 years of experience); familiar with multiple engineering disciplines and project delivery structures

Detail‑oriented, proactive, and comfortable working in a fast‑paced multi‑cultural environment

Strong English level (Arabic is a plus)

Strong Document Control Skills

ERP Knowledge in SAP Ariba and Oracle is a plus

Very good proficiency in Microsoft Office (Excel, PowerPoint, Word) and comfortable maintaining trackers and databases

Basic knowledge of Adobe, AI tools and graphic design — with the ability to support proposal layouts and visual presentations when needed.

Strong communication skills

Power BI skills is a plus
