We are seeking a highly organized and detail-oriented professional to manage the full lifecycle of assigned tender activities and overall proposal management. This hybrid role not only demands expert oversight of the entire bid lifecycle - from opportunity identification to contract award - ensuring timely, compliant, and high-quality submissions but also ensures support to commercial team on contract fulfillment. The ideal candidate blends advanced project management expertise with comprehensive knowledge of Roche Diagnostics portfolio, complex procurement activities and contract processes.

Your Responsibilities
  • Lead the entire tender process, acting as the primary point of contact and project manager for all assigned bids.
  • Conduct initial bid/no-bid assessments in collaboration with Sales, Legal, and Executive leadership based on strategic fit, resource availability, and commercial viability.
  • Develop comprehensive tender project plans, including timelines, resource allocation, and defined deliverables for all contributors (e.g., technical, finance, legal).
  • Coordinate the technical response development, ensuring clarity, accuracy, and compliance with all specifications outlined in the Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation to Tender (ITT).
  • Manage the review cycles, ensuring high-quality control and securing sign-offs from all required stakeholders prior to submission.
  • Facilitate efficient communication and workflow between technical teams, subject matter experts (SMEs), finance, legal, and sales departments.
  • Schedule and lead kick-off meetings, progress reviews, and final sign-off sessions, ensuring accountability for all assigned tasks.
  • Maintain a central repository for all bid documentation, ensuring version control and auditability throughout the process.
  • Present regular status updates and potential risks to senior management regarding the bid portfolio.
  • Identify and mitigate commercial, contractual, and technical risks associated with tender submissions.
  • Ensure all submissions strictly adhere to regulatory requirements, client mandates, and internal compliance standards.
  • Conduct post-submission reviews (win/loss analysis) to document lessons learned and continuously improve the future tender process and success rate.
Tender Management & Coordination
  • Manage and coordinate all phases of tender activities from initiation through to submission, ensuring deadlines are met in a timely manner.
  • Oversee and manage the efficient processing of all direct purchase orders, working closely with stakeholders to ensure accurate documentation and prompt submission within stipulated timelines.
  • Maintain proper filing, tracking, and documentation for all department activities, ensuring clear audit trails and easy retrieval of information.
  • Assure all Market Procurement (MP) requests are clearly and properly conveyed to the relevant teams for action and follow-up. (TBD)
  • Contribute to process improvement by maintaining and updating standard operating procedures for tenders activities.
  • Collaborate in the capacity building efforts for the execution of new tenders.
  • Play a critical role in ensuring the organization's success in tenders by coordinating efforts, managing submissions, and tracking progress.
Who You Are
  • You hold a BSc degree in relevant discipline. Preferred candidate holds a Life Science/Laboratory degree.
  • You built a minimum of 5 – 6 years of relevant work experience in similar role responsible for tendering management, preferred experience in bidding or government affairs.
  • You have proven understanding of KSA Healthcare market and policy trend, familiar with MD and IVD bidding policy and operational process, and typical tender structures (e.g., pricing models, delivery schedules, SFDA regulations).
  • You built work experience in Project management. Project Management certification is preferred.
  • You have advanced interpersonal, stakeholder management, and pressure handling skills.
  • You are a proactive team player dedicated to fostering effective cross-functional relationships.
  • You have a strong sense of ownership and commitment to delivering quality results that align with Roche's standards.
  • You have exceptional written and verbal communication skills (Arabic & English), including the ability to write compelling executive summaries and present complex technical information clearly.
