The Senior Procurement (Material) Specialist will manage the procurement process, including sourcing, vendor management, material tracking, and coordination with project teams. The role requires experience in procurement for large-scale infrastructure projects and strong knowledge of supply chain and material management in the GCC region.
The project involves comprehensive land development, including civil infrastructure, utilities, and urban facilities. The Senior Procurement (Material) Specialist will lead procurement activities for materials and equipment, ensuring timely delivery, cost-effectiveness, and compliance with project specifications and standards.
Qualifications
- Bachelor’s degree in Supply Chain Management, Mechanical, Civil, or Electrical Engineering; Master’s preferred.
 
- 10+ years of experience in procurement and material management for large-scale infrastructure or land development projects.
 
- Proven experience in GCC countries, preferably Saudi Arabia.
 
- Strong knowledge of procurement processes, supplier management, and contract administration.
 
- Proficiency in procurement software, ERP systems, and Microsoft Office Suite.
 
- Excellent negotiation, communication, and stakeholder management skills.
 
Responsibilities
- Lead and manage the PMS scope in relation to procurement of materials and equipment for the project.
 
- Develop procurement plans and strategies aligned with project schedules and requirements in line with agreed procurement and packaging strategies working hand in hand with RCRC procurement.
 
- Prepare tender documents, RFQs, purchase orders, and contracts in coordination with the commercial team as per client requirements for engaging parties across the program.
 
- Manage the PMS scope in relation to monthly Procurement reports.
 
- Manage the PMS scope in relation to identifying, evaluate, and select suppliers and vendors; manage supplier performance and compliance as per client requirements for engaging parties across the program.
 
- Manage the PMS scope in relation to monitoring material delivery schedules, quality, and compliance with project specifications.
 
- Collaborate with design, civil, MEP, and other teams to ensure procurement aligns with project needs.
 
- Manage procurement-related risks, including cost escalation, delays, and quality issues.
 
- Maintain accurate procurement records and reporting for management and client updates.
 
- Mentor and guide junior procurement staff.
