Role Profile: Senoir Plant Manager

Reporting To: O&M Company Board of Directors

Role Overview

The Plant Manager will lead the full operation and maintenance of the 1,980 MW Qassim 2 Combined Cycle Gas Turbine (CCGT) Power Plant. The position is responsible for ensuring plant readiness, compliance, staff management, performance, and reporting under a 25-year Power Purchase Agreement (PPA) with SPPC, while reporting directly to the O&M Board.

Key Responsibilities
Operational Leadership
  • Oversee all operation and maintenance activities in line with HSE and O&M agreements.
  • Ensure operational readiness prior to plant takeover from Owner/EPC.
  • Lead design review, construction, and commissioning support phases.
  • Mobilize and train O&M staff to meet operational requirements.
Planning & Management
  • Develop and implement plant policies, procedures, and CMMS systems.
  • Prepare and manage annual and long-term operating plans.
  • Ensure reliability, profitability, and operational efficiency.
  • Prepare budgets and perform monthly financial analysis of O&M revenues and expenses.
  • Maintain compliance with accounting and legal requirements.
Procurement & Compliance
  • Obtain all necessary consents, permits, approvals, and licenses.
  • Source, select, and manage suppliers and material inventories.
  • Oversee contract and compliance management.
  • Manage risk assessment and mitigation activities.
Reporting & Stakeholder Relations
  • Provide accurate monthly and annual reports on plant performance, incidents, and O&M activities.
  • Maintain clear communication with the Board/Owner and key stakeholders.
  • Build and maintain strong relationships with lenders, contract counterparties, insurers, partners, OEMs, and government authorities.
  • Promote positive community relations and represent the plant externally.
Qualifications & Experience
  • Bachelor’s Degree in Mechanical or Electrical Engineering (or equivalent).
  • Minimum 20 years total professional experience.
  • At least 15 years in O&M of Combined Cycle Power Plants.
  • Minimum 10 years in senior management roles.
  • Proven experience with Gas Turbine LTSA/LTPA/Coordination Agreements.
  • Strong understanding of Project Agreements (PPA, O&M Agreement, Site Lease, Interconnection, etc.).
  • Proficiency in IT tools (Windows, Maintenance & Materials Management Systems).
