Job Description:

We are seeking a highly skilled and experienced Senior MEP Manager (Engineer) to oversee and coordinate the design phases of mechanical, electrical, and plumbing systems for rail and transportation infrastructure projects, including metro stations and tunnels as part of Qiddiya’s Transportation Unit. This client‑side role focuses on ensuring compliance with project objectives, monitoring consultant performance, managing interfaces, and facilitating approvals.

Candidates must have extensive experience working in the concept, design and procurement phases of the project lifecycle of a rail‑oriented project along with previous experience of working in an engineering consultancy.

The successful candidate will act as the primary liaison between the client and the appointed engineering firm, ensuring the design is finalized for tender purposes and ready for procurement of an EPC contractor. This role requires expertise in rail projects MEP design review, coordination, and quality assurance, with a strong focus on regulatory compliance and stakeholder engagement.

The position also includes responsibilities for design management, option assessment, delivering solutions, resolving interfaces with adjacent projects, and obtaining approvals and non‑objections from stakeholders ahead of stage gates.

What You’ll Be Doing:
Health, Safety, and Security:
  • Drive and lead the health, safety, wellbeing, and security culture on the project, empowering the team to operate in line with QIC policies, procedures, and TBU objectives.
  • Conduct safety investigations, inspections, and audits to maintain a safe working environment.
Design and Engineering Management:
  • Provide visible and inclusive leadership with a strong emphasis on design and engineering management.
  • Oversee the integrated design delivery, collaborating with discipline leads and internal stakeholders to ensure alignment with project objectives.
  • Manage the design process, including option assessments, delivering solutions, and resolving all interfaces with adjacent projects.
  • Review, analyze, and approve consultant MEP design submittals (drawings, specifications, materials) for compliance with contract requirements, international standards, and KSA regulatory codes. The scope includes all utilities demands and connection to the Rail Assets
  • Ensure MEP designs meet the unique requirements of rail infrastructure, including tunnel ventilation, fire safety systems, and platform/tunnel cooling.
  • Provide technical guidance to ensure designs are optimised for constructability, maintainability, and energy efficiency.
  • Ensure that the MEP design meets the Client Safety requirements and compliance with the RAMS as appropriate.
  • Ensure that the MEP Design meets the allocated “Customer Experience” requirements.
Scope and Change Management:
  • Oversee scope management, constructability reviews, and contract alignment to ensure project objectives are met.
  • Manage all changes related to the delivery of the scope through the defined TBU change management process, ensuring early identification and communication of potential impacts.
Project Planning and Execution:
  • Develop and implement robust project delivery plans for the MEP, to be included in project’s specific schedule, covering all aspects of project preparation, execution, and closeout.
  • Monitor and report on project progress, ensuring alignment with time, cost, HSE, quality assurance, and performance objectives.
Coordination and Interface Management:
  • Act as the primary technical liaison between civil, structural, architectural, Rail Systems and specialist MEP teams to resolve coordination conflicts and interface issues efficiently.
  • Facilitate communication and collaboration between the client, engineering firms, and other stakeholders to ensure alignment with project objectives.
  • Manage interfaces with adjacent projects and disciplines, ensuring smooth integration of MEP systems.
Stakeholder Engagement and Approvals:
  • Collaborate with internal and external stakeholders, including contractors, consultants, and regulatory bodies, to ensure alignment with project objectives.
  • Ensure a ‘Customer‑first’ approach is integrated into all aspects of project planning, decision‑making, and delivery.
  • Where appropriate, collaborate with local authorities, contractors, and consultants to address technical queries and obtain necessary permits and approvals.
  • Where applicable facilitate non‑objection certificates (NOCs) and approvals from stakeholders to ensure compliance with regulatory requirements and project specifications.
  • Represent the client in design coordination meetings and value engineering sessions.
Documentation and Reporting:
  • Review and verify all design documentation, technical queries (RFIs), and consultant submissions related to MEP works, maintaining accurate project records.
  • Prepare and deliver regular updates, reports, and presentations to stakeholders, highlighting progress, challenges, and solutions.
Procurement Support:
  • Support the preparation of tender documentation for the contractor, ensuring MEP design requirements are clearly defined and aligned with project objectives.
  • Provide technical input during the tender evaluation process to ensure the selection of qualified contractors.
  • Collaborate with the commercial team to ensure contractual compliance and cost control are maintained.
Quality Assurance and Compliance:
  • Implement and maintain project management processes, tools, and best practices to ensure transparency, standardisation, and continuous improvement.
  • Conduct thorough reviews of design documents to ensure compliance with contractual obligations and project specifications.
  • Conduct QA/QC reviews of MEP schematic designs to ensure accuracy, consistency, and compliance with codes and standards such as NFPA, ASHRAE, IEEE, and KSA regulatory codes.
  • Ensure safety in design principles are applied to all MEP systems.
Regulatory Compliance and Assurance:
  • Conduct audits of the design at various stages and obtain approvals and non‑objections from stakeholders ahead of stage gates.
  • Ensure compliance with regulatory requirements and project specifications.
Risk Management and Continuous Improvement:
  • Identify and mitigate risks associated with MEP design and delivery, ensuring project continuity and success.
  • Develop contingency plans to address potential challenges and roadblocks.
  • Contribute to the identification of opportunities for continuous improvement in MEP processes and practices.
Team Leadership and Mentorship:
  • Motivate and inspire a high‑performance culture through clear direction, continuous feedback, and recognition of exceptional performance.
  • Mentor and coach team members to support their professional growth and foster collaboration, innovation, and accountability.
Cross‑Functional Collaboration:
  • Lead collaboration with cross‑functional teams to facilitate information flow and coordinate project activities.

What Required Skills You’ll Bring:
Education:
  • Bachelor’s degree in Mechanical or Electrical Engineering or a related field.
  • A Master’s degree is preferred.
  • Higher National Diploma in Engineering is also acceptable.
Certifications:
  • Professional certifications such as LEED AP, PMP, PRINCE2, AgilePM or Chartered Engineer (CEng) are desirable.
  • Familiarity with BIM certifications (e.g., Autodesk Certified Professional) is advantageous.
Experience:
  • Minimum of 15+ years of experience in MEP design review, coordination, and oversight for large‑scale infrastructure projects, on rail, metro, or transportation systems.
  • Proven ability to manage multiple projects simultaneously, effectively controlling design, scope, schedule, budget, and resources using appropriate digital tools.
  • Demonstrated experience in managing multidisciplinary teams and delivering innovative solutions.
Technical Skills:
  • Proficiency in MEP design software such as AutoCAD, Revit, Carrier HAP, Trane Trace, ETAP, and Dialux.
  • Strong knowledge of engineering codes and standards, including NFPA 130, ASHRAE, IEEE, and KSA regulatory codes.
  • Expertise in BIM processes and digital delivery tools such as BIM 360 and Navisworks.
  • Proficiency in enterprise‑level project management tools such as Microsoft Project, Primavera, or Aconex.
  • Strong understanding of regulatory compliance, risk management, and quality assurance processes.
Soft Skills:
  • Excellent written and verbal communication skills in English.

  • A professional licence from a recognised licensing or registration board, e.g. Saudi Council Engineers.
  • Experience working in Saudi Arabia and/or the Gulf region is highly preferred.
