Qualifications

  • Deep understanding of infrastructure lifecycle and transport operations in complex projects.
  • Proven experience in the Middle East and understanding of regulatory frameworks.
  • Demonstrated ability to develop and manage interface agreements.

General Summary: The Senior Manager of Stakeholder, Community is a critical leadership role within the Transport Division, responsible for establishing and managing robust engagement frameworks across multi-modal transport systems that operate both within and beyond the Qiddiya boundary. The role is dual‑faceted—focused on building enduring stakeholder relationships with government, community, and industry actors, while also driving the technical and operational interface requirements between Qiddiya Transport and external infrastructure and service providers. This position requires a strategic yet hands‑on leader with a technical or engineering background, exceptional stakeholder engagement capability, and significant experience navigating complex regulatory and operational landscapes in the Middle East. The successful candidate will be equally comfortable designing stakeholder engagement templates and insights as they are negotiating formal interface agreements with senior public and private sector counterparts. This position requires the establishment of clear communication, continuous feedback systems, and performance measurement to drive engagement effectiveness, compliance, and positive community sentiment. Cultivate a high‑performance team culture focused on learning, knowledge sharing, and embedding stakeholder management best practices throughout the Business Unit.

Key Responsibilities
  1. Design and implement a comprehensive stakeholder and community engagement strategy that supports Qiddiya Transport’s long‑term objectives.
  2. Build and maintain trust‑based relationships with senior stakeholders across government, industry, utility providers, and the local community.
  3. Develop communication and engagement templates, briefings, and stakeholder insight tools that support proactive, coordinated engagement across all transport modes.
  4. Act as the primary point of contact for escalated stakeholder matters, managing sensitivities and ensuring reputational integrity.
  5. Collaborate with internal teams (legal, projects, government affairs, operations) to ensure stakeholder input is reflected in planning and execution phases.
  6. Lead the identification, planning, and implementation of formal interface agreements with external entities including ministries, regulators, developers, and utility providers.
  7. Draft, negotiate, and operationalize agreements (NDAs, MOUs, interface/partnership agreements), ensuring alignment on roles, responsibilities, design criteria, access requirements, and operational dependencies.
  8. Drive coordination between Qiddiya’s internal technical teams and third‑party stakeholders to ensure smooth project integration across jurisdictional or physical boundaries.
  9. Establish performance tracking, reporting, and dispute resolution.
  10. Implement a Digital Engineering approach for clash detection, visualization, and engineering management.
  11. Build and lead a high‑performance stakeholder, community team, defining clear roles, accountabilities and development plans; foster an environment of continuous improvement, knowledge sharing, and legacy building within the function and across the Business Unit.
Qualifications
  • Bachelor’s degree in engineering, Transport Systems, Infrastructure, or a related technical discipline.
  • Master’s degree in engineering management, Public Infrastructure, or similar field strongly preferred.
  • Deep understanding of infrastructure lifecycle, transport operations, in complex projects.
  • Proven experience operating in the Middle East, with a detailed understanding of inter‑governmental and regulatory frameworks in the region.
  • Demonstrated ability to develop interface agreements from inception through execution and operational management.
  • Experience delivering or supporting large‑scale, multi‑modal transport projects across complex jurisdictional and physical boundaries.
  • A track record of leading and mentoring multidisciplinary teams in high‑pressure environments.
