General Summary

The Senior Manager – Primary Urban Axis Stakeholder Engagement is responsible for leading coordination and alignment with stakeholders involved in the planning and delivery of Qiddiya’s central mobility corridor — the Primary Urban Axis, a metro-grade rail system. This includes interfacing road and transit infrastructure, utilities, adjacent developments, and public realm components that interact with this strategic spine.

This role ensures seamless integration between internal development, delivery teams and external partners, aligning the PUA design and delivery with regulatory requirements, access strategies, and community impact objectives. The role requires strong multi-agency coordination, technical understanding of integrated urban infrastructure, proven experience with metro/subway transport systems, and the ability to navigate evolving stakeholder landscapes.

Essential Duties and Responsibilities
  • Lead stakeholder engagement and coordination efforts related to the design and delivery of the Primary Urban Axis across all development phases.
  • Coordinate alignment across internal teams (PUA design and delivery, Master Development Unit, districts, utilities, urban design, commercial) and external stakeholders (regulators, utility providers, transit authorities). Prepare meeting agendas and ensure key meeting outputs are recorded.
  • Manage interdependencies between the PUA and adjacent districts, including access, crossovers, development timing, and construction impacts.
  • Act as the central liaison for all external stakeholders involved in the PUA, including ministries, consultants, and service providers.
  • Facilitate design reviews, regulatory meetings, and integration workshops to resolve issues and ensure alignment.
  • Prepare stakeholder briefs, presentations, and executive summaries to support leadership decisions and reporting.
  • Support strategic positioning of the PUA within national mobility and infrastructure initiatives, ensuring alignment with Vision 2030 and regional plans.
  • Oversee stakeholder risk identification and mitigation strategies to protect project schedules, budgets, and approvals.
  • Provide direction and mentorship to the stakeholder engagement team, ensuring consistent communication standards and documentation quality.
  • Establish and update reporting frameworks, trackers, and dashboards to monitor stakeholder activities, commitments, and progress.
Qualifications
  • Bachelor’s degree in Urban Planning, Civil Engineering, Transport, Architecture, or related field.
  • Master’s degree preferred.
