Parsons is looking for an amazingly talented Senior Manager – Contracts (Contracts & Procurement Lead) to join our team on an existing project in our KSA-Jeddah sector.

Contract management and client interface experience is essential, with a strong track record of delivering large infrastructure projects. This will be a fantastic opportunity for an accomplished professional to advance their career by contributing to a prestigious project.

What You'll Be Doing
  • Manage the financial and contractual aspects of the project/programme.
  • Participate in progress meetings, record minutes, and prepare reports.
  • Administer and manage contracts throughout the project lifecycle, ensuring compliance with contractual obligations.
  • Support the resolution of contractual issues, variations, and claims in coordination with client and contractor teams.
  • Prepare and review contractual documentation, correspondence, and reports.
  • Advise on contract strategy, risk mitigation, and procurement processes.
  • Liaise with legal, commercial, and technical teams to ensure alignment with project objectives.
  • Provide support on all financial and contractual matters throughout the project lifecycle.
  • Oversee the preparation and finalisation of the contractor’s monthly payment certificates.
  • Ensure all cost and quantity records are organized and maintained.
  • Advise the SRE and REs on measurement procedures and calculation of interim and final quantities.
  • Evaluate unit rates for new work items.
  • Establish and monitor day works recording and processes.
  • Lead the preparation of variation orders and evaluation of claims.
  • Ensure completeness and validity of all contractual requirements.
  • Advise on contractor’s resource allocation.
  • Prepare financial statements for monthly reports to client.
  • Audit payments to contractors.
  • Ensure prompt submission and completeness of valuations.
  • Check and record measurements of completed work.
  • Monitor final cost estimates of contracts.
  • Maintain expenditure records.
  • Coordinate and monitor activities of the team.
  • Prepare final account documentation.
What Required Skills You'll Bring
  • Bachelor’s degree in Quantity Surveying or related field.
  • Minimum 20+ years post-graduate of demonstrable experience in all aspects of quantity surveying.
  • Proven experience in analysing contract variations and claims.
  • Experience in commercial management with consultant on construction supervision projects is a must.
  • Excellent written and verbal communication skills in English.
  • Strong understanding of construction contract commercial documents, engineering drawings, and specifications.
What Desired Skills You’ll Bring
  • Proven track record in procurement, contracts management, or supply chain functions, preferably within giga-projects or large-scale initiatives in real estate, retail, or customer-focused sectors. Experience in business management or PMO (Project Management Office) functions is highly desirable.
  • Strong governance, organizational, and leadership skills with the ability to manage cross-functional teams and drive procurement excellence.
  • Expertise in vendor management, contract negotiation, and administration, with a focus on achieving cost savings and maintaining compliance.
  • Proficiency in modern project management tools, procurement systems, reporting platforms, and digital solutions (e.g., SAP Ariba, Oracle Procurement, Power BI, Tableau).
