In our 12 countries (Europe, Middle East, Asia) of operation, we are working on the production and distribution of low-carbon electricity, through the development of nuclear and renewable energies. We are also supporting the modernisation and development of energy grids, managing the setup and siting for new transmission and distribution networks, and using hydrogen to decarbonise the transport and industry sectors.

Job Description

Specialty - Infrastructure Project Management - Large-Scale / Giga / High-Security Projects

Responsibilities & Accountabilities:

1. Project Leadership & Governance
  • Act as the single point of accountability for all non-nuclear infrastructure packages.
  • Lead infrastructure scope from Basic Design through Detailed Design, Tendering, and Construction.
  • Establish and maintain project governance, reporting, risk management, and control frameworks.
  • Interface closely with the Program Director, client representatives, and internal teams.
  • Act as the client-facing delivery leader, accountable for resolving authority, political, security, and interface challenges.
2. Design Management
  • Manage all infrastructure design packages through internal and external consultants.
  • Review and approve infrastructure designs prior to client submission, including:
    • Road layouts and alignments
    • Utilities networks and off-site tie-ins
    • Fencing, access control, and security systems
    • Site development and accommodation layouts
  • Ensure full compliance with applicable Saudi codes, standards, and authority requirements.
3. Stakeholder & Authority Management
  • Lead engagement with Saudi authorities on behalf of the client, including:
    • SEC, NWC, STC, Civil Defense, Municipality, Royal Commission, SAIS, Border Security
  • Manage all NOCs, permits, approvals, inspections, and access requirements.
  • Resolve conflicting authority requirements and mitigate approval delays.
4. Contracting & Procurement
  • Prepare infrastructure tender documentation, including:
    • Scopes of Work
    • Technical specifications
    • BOQs and cost estimates
    • Tender packages
  • Lead contractor prequalification and technical evaluation processes.
  • Support contract award recommendations and commercial negotiations.
5. Construction Supervision
  • Establish and lead site execution and supervision teams on behalf of the client.
  • Monitor and control quality, safety, schedule, and interfaces with nuclear construction works.
  • Manage contractor performance, variations, claims, and site coordination issues.
  • Control interface risks with reactor island works and high-security safety zones.
6. Risk & Interface Management
  • Identify and manage interface risks between infrastructure and nuclear facilities.
  • Address access, logistics, security, and utility capacity constraints.
  • Maintain infrastructure risk registers and implement mitigation plans.
Technical Knowledge
  • Planning and delivery of large-scale site-wide infrastructure
  • Earthworks and site development
  • Roads and highways (design and construction)
  • Utilities: power, water, wastewater, stormwater, telecom, fiber
  • Accommodation master planning for construction and operational phases
  • Access control systems, fencing, and perimeter security
  • Interface management between infrastructure and nuclear / high-security facilities
  • Saudi Building Code (SBC)
  • Saudi authority standards and permitting processes, including SEC, NWC, STC, Civil Defense, Municipality, Royal Commission, and SAIS
  • Contractor market practices and procurement approaches within KSA
  • Delivery of infrastructure in high-security or restricted-access environments
Qualifications
  • Bachelor's Degree in Civil Engineering, Infrastructure Engineering, or related discipline
  • Master's degree in Engineering or Project Management is an advantage
  • Minimum 15 years total professional experience
  • Minimum 8-10 years working in Saudi Arabia
  • Proven experience on large infrastructure, industrial, energy, or giga-projects
  • Experience in Owner, PMC, or EPCM roles strongly preferred
  • Direct hands-on experience managing Saudi authority approvals, NOCs, and permitting processes is mandatory
  • English Fluent
  • Arabic (highly preferred)
  • PMP, PRINCE2, or equivalent project management certification (preferred)
  • Contract management and claims management training (advantage)
  • HSE and construction safety certifications (advantage)
