The Senior Estimation & Presales Engineer leads the preparation, coordination, and submission of comprehensive technical and commercial proposals for complex security and communication system projects. This position requires strategic insight, technical depth, and strong leadership in managing the full bid cycle in accordance with company objectives and compliance with HCIS, Aramco, SEC, and Royal Commission standards. The Senior Estimation & Presales Engineer ensures the delivery of competitive, compliant, and high‑quality proposals while mentoring junior engineers and coordinating across multidisciplinary teams.

Key Responsibilities
1. Tender Review & Strategy Development
  • Review and analyze RFP/RFQ/tender documents to define scope, technical requirements, and project risks.
  • Lead bid strategy discussions with management to determine technical approach, cost strategy, and competitive positioning.
  • Identify deviations, clarifications, and potential risks; propose value‑engineered solutions that enhance competitiveness.
  • Conduct pre‑bid meetings, attend site visits, and represent the company in client technical discussions when required.
2. Cost Estimation & BOQ Development
  • Develop detailed cost models including materials, equipment, manpower, logistics, and subcontracted works.
  • Validate vendor quotations and ensure alignment with technical specifications and project requirements.
  • Maintain and regularly update cost databases for major brands and suppliers (e.g., Axis, Genetec, Lenel, CIAS, Bosch, Cisco).
  • Apply contingency, overhead, and margin analysis to finalize project costing and profitability assessments.
3. Proposal Management & Submission
  • Lead the preparation of technical and commercial proposals ensuring compliance with tender requirements and internal quality standards.
  • Oversee preparation of compliance matrices, technical write‑ups, project execution plans, and documentation packages.
  • Ensure proposals meet HCIS, Aramco, SEC, and RC technical specifications and submittal formats.
  • Drive continuous improvement in proposal templates, documentation structure, and bid quality.
4. Cross‑Departmental Coordination
  • Collaborate with Sales, Engineering, and Procurement to design optimized and cost‑effective solutions.
  • Align with management on pricing strategy, risk mitigation, and resource allocation.
  • Coordinate post‑submission clarifications, technical negotiations, and value‑engineering exercises with clients.
  • Mentor and guide junior bid engineers to develop their technical and commercial skills.
5. Documentation, Reporting & Process Control
  • Maintain an organized database of submitted bids, awarded projects, and pricing benchmarks.
  • Prepare management reports on bid performance, success rate, and pipeline forecasting.
  • Implement structured review and approval workflows in coordination with the Technical Director.
Qualifications & Experience
  • Bachelor’s Degree in Computer, Electrical, Electronics, Communication.
  • 7–10 years of experience in estimation, tendering, or proposals for security, ELV, or communication systems.
  • Proven experience managing high‑value projects with clients such as Aramco, SEC, or Royal Commission.
  • In‑depth knowledge of CCTV, Access Control, IDS/PIDS, Public Address, and Structured Cabling systems.
  • Strong understanding of HCIS, Aramco, SEC, and RC standards and documentation procedures.
  • Proficient in MS Excel (advanced formulas, cost modeling), AutoCAD, and MS Office Suite.
  • Experience with ERP / CRM / Tender Management Systems is a plus.
